Request for Proposals: Auditor
Our Story: MOBILIZE, ORGANIZE, VOTE AND EMPOWER
MOVE Texas is a nonpartisan, nonprofit, grassroots organization working to build power in underrepresented youth communities through civic engagement, leadership development, and issue advocacy. In 2013, MOVE was founded by a small group of dedicated students at the University of Texas at San Antonio to increase participation in local elections. Since then our work has gone statewide to become one of the most effective voter registration and engagement groups in the state. Our theory of change is simple: develop new leaders, educate voters and create space for the changes we need to make so that our state can be a place where all Texans can thrive. We believe that together we are transforming democracy in Texas and beyond.
MOVE Texas is a Texas-based organization focused on building the power of young people in our democracy. Our organizational structure includes two separate legal entities:
• MOVE Texas Civic Fund (C3) – 501(c)(3)
• MOVE Texas Action Fund (C4) – 501(c)(4)
• Organizational Budget: $3.2 million combined budget, most of the money coming in is C3 money. MOVE Texas is C4 operating.
• Finance Structure: Our Finance and Operations team manages accounting, payroll, accounts payable, budgeting, grant reporting, and financial compliance across both entities.
Deliverables
We are currently accepting proposals from audit firms that can support our organization with both historical and ongoing financial review and audit requirements. We are looking for a firm that can help us evaluate the appropriate scope and sequencing of this work and develop a realistic timeline for bringing both entities fully current. Our anticipated scope includes:
MOVE Texas Civic Fund (C3)
• 2024 financial review
• 2025 audit
• 2026 audit
• 2026 tax filings moving forward
MOVE Texas Action Fund (C4)
• 2024 financial review
• 2025 audit
• 2026 audit
• 2026 tax filings moving forward
Accounting Systems & Current Transition
MOVE Texas is currently transitioning its accounting infrastructure to Sage Intacct. As part of that process, we are transferring historical financial information and establishing integrations between Sage and our other financial and operational platforms.
Key systems include:
• Sage Intacct – General ledger and accounting
• Bill.com – Accounts payable
• Divvy – Organizational credit cards and expense management
• BambooHR – HR and payroll-related data
• MIP – Legacy accounting system containing historical financial information
Bill.com has been connected to Sage Intacct, while additional integrations and historical data migration work remain in progress.
Organizational Considerations
Because MOVE Texas operates both a C3 and C4 entity, accurate allocation and documentation of shared expenses, payroll, intercompany activity, and grant-related expenditures are important components of our financial reporting.
We are seeking an audit partner that is comfortable working with:
• Nonprofit organizations with affiliated C3/C4 entities
• Federal and foundation grant funding
• Cost allocations and intercompany activity
• Accounting system transitions and historical data migration
• Organizations working to strengthen financial processes while completing prior-year reviews and audits
Process: Our goal is to establish a long-term relationship with an audit firm that can not only complete the required financial reviews and audits, but also communicate clearly with our internal finance team throughout the process. Proposals are only accepted through BambooHR.
The proposal should address the following:
• Detail your firm’s experience in providing auditing services to nonprofits of a comparable size to MOVE Texas, and multi-entity nonprofits if applicable.
• Why you believe you are the best partner for this project and what makes you different from your competitors
• An overview of your approach, timeline, team and roles, use of technology and the communication process used by the firm to discuss issues MOVE Texas team.
• Information and documentation needed from MOVE Texas
• Minimum 3 year contract or multi-year pricing structure and estimated cost
• Opportunities to establish an ongoing annual audit and tax filing relationship
Timeline:
• RPF Launch: Wednesday, October 7, 2026
• Applications Accepted until Friday, October 30, 2026
• You will be notified of the selection and any next steps the week of: November 4th
• Contract Stat Date: Tuesday, November 10, 2026
