QUALIFICATIONS:
• Bachelor's Degree preferred: 3 years of experience serving as a Texas public school district business manager or Chief Finance Officer, will be accepted in lieu of a bachelor's degree.
• Proficient knowledge of the field of school finance and school district accounting.
• Working knowledge of the Financial Accountability System Resource Guide.
• Proficient knowledge of the Ascender software system.
• Proficient in MS Office Suite, including spreadsheet development and graph illustrations.
• Experience in public speaking and presentation.
• Ability to interpret technical procedures and government regulations.
• Ability to write reports, present findings and answer questions related to school finance content.
• Current knowledge of Texas school finance and funding formulas and their impact.
• Demonstrated skills in written and oral communications, public relations, and interpersonal relationships.
• Ability to make independent decisions regarding planning, organizing, and scheduling
• Highly resourceful team-player, with the ability to also be extremely effective independently
• Knowledge of policy and procedures, and ability to ensure compliance
• Flexible, with the ability to respond to unexpected changes quickly, calmly and efficiently
• Effective organizational, communication (verbal and written), problem-solving and interpersonal skills
• Maintain professionalism and emotional control under stress
• Experience in using a variety of word processing and office software
• Experience in working on multiple projects simultaneously is desired

CENTER RESPONSIBILITIES
• Process all personal timekeeping, travel reporting and other paperwork in a timely manner.
• Maintain professional attire and grooming appropriate for specific job position.
• Demonstrate punctual and regular attendance on the job.
• Reports for work ready to perform responsibilities.
• Supports the mission, goals, and objectives of the ESC.
• Upholds and adheres to safety rules and policies of the ESC.
• Performs professional responsibilities as required by ESC policies, processes, and procedures.

DEPARTMENT RESPONSIBILITIES:
• Ability to handle and complete multiple projects simultaneously and by deadlines.

• Keep CFOO advised of all planning, concerns and programming.
• Attend all departmental staff meetings and general staff meetings.
• Uphold confidentiality of the information processed in the Business Service area.
POSITION RESPONSIBILITIES:
• Conduct on-site technical assistance and training for public schools related to school finance, budget development, and financial management.
• Work with Field Service Agent team to present timely information to Superintendents and district business staff.
• Serve as a liaison between the Texas Education Agency (TEA) and local districts.
• Initiate regionwide trainings with relevant topics related to school finance.
• Assist districts with support in school finance including but not limited to budget analysis, state revenue determinations, cash flow estimating, WADA calculations and revenue projections.
• Provide guidance with audit findings and resolution.
• Assist with Truth in Taxation calculations.
• Guide school finance officials with up to date tools and presentation techniques for budget and finance presentation.
• Develop and implement program procedures based on State initiatives and regional needs.
• Utilize effective interpersonal skills to promote a positive and caring work climate.
• Participate in appropriate professional development activities to enhance skills and knowledge in areas of responsibility.
• Perform state funding calculations for public schools.
• Assist districts in all facets of budget development and management.
• Assist districts as they comply with federal and state laws related to finance
SPECIAL ASSIGNMENTS As requested by Region 8 ESC Executive Leadership TERMS OF EMPLOYMENT
• Up to 226 working days.
• This is an at-will employment position.
• In the event of an economic slump, a reduction in force may be necessary. Employees will be notified in writing.
