QUALIFICATIONS

Demonstrated ability as a diverse learning, health services, and/or board certified therapeutic services leader through work in a school, classroom, or at the district level. Experience with Medicaid Administration preferred.

Bachelor Degree required, master's degree preferred.

3 years of experience in a public school system is preferred.

POSITION SUMMARY

Assist Nelson County Schools in fulfilling priorities for School Based Health Services reimbursement to facilitate program financial sustainability and leadership development and growth. Assist in special education compliance requirements and special programming support as needed.

DISTRICT AND SCHOOL PRIORITY ALIGNMENT

Align actions with district and school values and core priorities. Evaluated based on the efficacy of aligned actions.

PERFORMANCE RESPONSIBILITIES

Work to create shared leadership structures that empower health, therapeutic and diverse learning leaders within each school in the district to work with students in these programs.

Monitor the budget for assigned programs.

Supporting director of diverse learning with evaluation of related service team members as needed.

Collaborate with health and therapeutic leaders, Diverse Learning facilitators, Director of Special Education, Director of Finance and local school personnel in fulfilling compliance and financial goals of the Diverse Learning and Medicaid program.

Ensure that all records are in accordance with federal, state, and District policies and requirements.

Compile, maintain, submit, and file all reports, records, and other documents as required.

Analyze student and provider files with the goal of improving IEP documentation, Parental Consent rates, and RMTS training compliance

Verify that all service tickets submitted have required supporting documentation for Medicaid billing, and are completed/correct.

Maintain all hardcopy documentation required for Kentucky Department of Education (KDE) or Department of Medicaid Services (DMS) audits

Monitor assessment and ARC timelines for compliance of required federal and state regulations

Demonstrate a commitment to professional growth, punctuality and regular attendance, and maintain appropriate professional appearance.

Perform other duties as assigned by Superintendent or designee.

Ensure all direct medical service providers participate in the Random Moment Time Study (RMTS) in an effort to maximize salaries included in the Cost Report

Review DMS remittances, analyze payments and denials for patterns and communicate to service providers any notes that require correction.

Generate reports showing progress made throughout the year and final cost report comparisons across multiple years

Review the resubmission of any rejected claims from, once errors are corrected

Monitor specialized transportation sessions data entry and compile data on special transportation services.

Attend conferences and present any new relevant information to the Health Services, Related Services, School Psychologists, and other providers at their meetings as needed

Develop and maintain system for leader support

Coordinate the purchase of Assistive Technology, procurement of documentation and claim submissions for reimbursement for AT purchases from SBHS.

Ensure licensure is on file as required for service providers.

Organize and lead annual Medicaid PEER Review and develop and maintain Medicaid Quality Assurance documents as required by Kentucky SBHS.

KNOWLEDGE AND ABILITIES

Knowledge of special education and related services within a school district

Knowledge of Medicaid billing and Medicaid definition of billable services

Knowledge of Medicaid required random moment time studies

Knowledge of Admission, Review, and Dismissal (ARC) Committee process and Individual Education Plan/Program (IEP) development

Skill in financial management analysis, budget preparation, performance measurements, and auditing techniques

Skill in presenting oral and written information in a comprehensive and organized manner to diverse audiences

Skill in gathering and organizing/analyzing data and utilizing various statistical techniques to assist in formulating conclusions and developing recommendations

Ability to prioritize tasks and coordinate multiple projects to meet specific deadlines

Ability to maintain confidentiality of privileged and sensitive information

Ability to maintain professional behavior, appearance, and work ethic to represent the District in a positive manner at all times
