LINCOLN COUNTY SCHOOLS Job Description CLASS TITLE: Literacy & English Language Learner Specialist REPORTS TO: Director of Federal & State Programs APPROVED: October 1, 2026 SUPERVISES: N/A NUMBER OF DAYS: 205 days Requirements stated herein are minimum levels of knowledge, skills and/or abilities to qualify for this position. Basic Function: Provides districtwide, job-embedded instructional support to teachers and students, with a focus on literacy, reading, writing, English Learner (EL) support, and high-impact instructional practices. Coordinates required components of the district's English Learner program under the direction of the Director of Federal & State Programs. Works with teachers, administrators, and district leadership to improve classroom instruction and support student academic and language development. DUTIES AND RESPONSIBILITIES: Literacy Support:

• Provides coaching and classroom-based support to teachers and administrators in literacy, EL instruction and effective instructional practices.

• Models instructional strategies and assists teachers with differentiated instruction, scaffold learning, and access to grade-level content.

• Supports reading and writing instruction, including comprehension, vocabulary, fluency, written expression, academic language, and integration of literacy skills across content areas.

• Reviews student data, assessment results, student work with teachers and school teams to identify instructional needs, monitor progress, and develop targeted instructional strategies and interventions.

• Provides direct instruction to students or small groups, as appropriate.

• Supports district and state literacy initiatives and use of research-based instructional materials and strategies.

English Learner Program & Student Support

• Coordinates the day-to-day implementation of the district's EL program under the guidance of the director of Federal & State Programs, including identification, screening, placement, Program Service Plans, assessments, documentation, and reporting.

• Monitors EL student progress and provides instructional support for academic and language development.

• Assists teachers with EL strategies, accommodations, scaffolds, and language-development practices.

• Coordinates EL student and family services, including communication, interpretation and translation services, appropriate scheduling and placement, and participation in student support meetings.

• Maintains accurate EL records and supports required state and federal reporting and compliance.

Professional Learning & Collaboration

• Provides professional learning and ongoing support through coaching, collaborative planning, mentoring, workshops, and other job-embedded opportunities.

• Collaborates with district and school leadership to identify instructional needs, address barriers to student success, support district initiatives, and strengthen services for students.

• Participates in professional learning and stays current with effective practices in literacy, EL instruction, instructional coaching, assessment, and differentiated instruction.

• Performs other duties as assigned by the Superintendent or designee.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of reading, writing, literacy development, and effective instructional practices.

• Knowledge of instructional strategies and supports for English Learners and multilingual learners.

• Experience or training in literacy, reading intervention, writing instruction, instructional coaching, instructional leadership, English Learner instruction, or a related field.

• Ability to review student data and work with teachers to identify needs, plan instruction, and monitor student progress.

• Ability to provide coaching, modeling, feedback, and professional learning and work effectively with students, staff, families, and administrators.

• Excellent written and verbal communication skills.

PHYSICAL DEMANDS:

• Work is performed while standing, sitting and/or walking.

• Requires the ability to communicate effectively using speech, vision and hearing.

• Requires the use of hands for simple grasping and fine manipulations.

• Requires bending, squatting, crawling, climbing, reaching.

• Requires the ability to lift, carry, push or pull light weights.

EDUCATION AND EXPERIENCE: Any combination of education and experience that provides the required knowledge and skills. Experience:

• Experience in instructional coaching/leadership, or literacy instruction, or English Learner instruction preferred.

Education:

• Master's Degree or higher from an accredited college or university.

• Valid Kentucky teaching certificate, with five years of teaching experience

• Consultant or Administrative Certification

• English Language Learner Certification or agrees to add ELL certification within 5 years

LICENSES AND OTHER REQUIREMENTS:

• Possession of certification as required by Kentucky law.

TERMS OF EMPLOYMENT: Salary and work year to be established by the Board and reflected in district salary schedules and individual employee contract.
