GENERAL DEFINITION OF WORK: The Substitute Coordinator performs professional duties in proactively enhancing the substitute program for Albemarle County Public Schools. This position will be solely responsible for the employment life cycle of all substitutes with ACPS, which includes; recruiting, onboarding, managing their access to Frontline, coordinating with Kronos, ADP and payroll, customer service, and providing ongoing training and development to substitutes. Essential Functions:
• Lead and manage the recruitment efforts and onboarding of all substitutes;
• Provide the first line of customer service to substitutes as well as principals;
• Manage the ACPS relationship with the substitute management system vendor, including procurement, software, and system integration and training matters;
• Enhance ACPS use of Substitute Management System with additional substitute/temp employees being requested through Substitute Management System (examples: Principals, Bus Drivers, Child Nutrition, etc.);
• Lead and make recommendations for process improvements for the substitute recruitment and retention efforts and programs;
• Conduct data analysis to track trends in substitute usage and makes recommendations to address and enhance fill rate;
• Lead and develop initiatives to improve overall sub fill rate;
• Develop and maintain competitive compensation policies, to include incentive and recognition programs;
• Coordinates and provides support related to substitutes use of - and interaction with - Kronos, ADP, and the HRIS system;
• Provide and coordinate ongoing training to support substitute teachers in specific areas of need:
• Student behavior management
• Working with students with disabilities
• Working with English Language Learners
• Anti-racism policy implementation
• Stay abreast of trends and critical benchmarks to progressively pursue continuous program improvement;
• Provide training for staff eligible to obtain substitutes and for school-based substitute coordinators;
• Performance of other duties as assigned.
Knowledge, Skills and Abilities: General knowledge of HR practices and employment laws, procedures, HRIS, and general computer skills; thorough knowledge of departmental functions, organization, and policies; comprehensive knowledge of business English and spelling; ability to establish harmonious working relationships with others; ability to work under pressure; ability to organize and perform work independently; ability to deal effectively with other employees and the general public. Education and Experience: Any combination of education and experience equivalent to a Bachelor's Degree and two years of experience in human resources. Bachelor's degree and prior experience with administering a substitute program preferred.
Physical Conditions and Nature of Work Contacts: Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Frequent visits to off-site school and county site locations are required. Occasional program necessity requires working hours beyond set hours and days. Communication may not be cooperative in nature and requires tact and discretion. Frequent telephonic and personal contact with Department Heads, Principals, applicants, internal and external organizations at County and State level, employees and the public is required. ____________________ PG 15 FLSA Exempt
