POSITION SUMMARY: Under administrative direction of the Office Manager, the Terminal Agency Clerk (TAC) ensures agency compliance with the Georgia Crime Information Center (GCIC), National Crime Information Center (NCIC) and National Law Enforcement Telecommunications System (NLETS) policies and procedures. The TAC ensures all persons who operate a GCIC/NCIC terminal are certified in accordance with GCIC/NCIC policy; serves as liaison for the Clayton County Public Schools Police Department in matters involving GCIC/NCIC, and Georgia Bureau of Investigations (G.B.I.). The TAC administers GCIC certification and recertification training programs for the agency and ensures the security of all terminals; develops and maintains training procedures and manuals for operation of GCIC/NCIC systems and establishes written procedures that relate to the responsibilities, legalities and operational guidelines of the GCIC/NCIC systems. The work includes preparing audit reports, findings and evaluation for all activities. The TAC monitors and facilitates problem resolutions and proposes remedial action and verifies implementation processes. This work requires objectivity, independent judgment and problem solving ability. Performs related work as directed. This position reports to the Office Supervisor. KEY RESPONSIBILITIES: Coordinates access for all equipment, including GCIC/NCIC terminals and printers; monitors terminal use, enforces system discipline assuring compliance with GCIC/NCIC system policies and procedures. Troubleshoots system problems as it relates to GCIC/NCIC. Provides training and testing to new users and those requiring recertification in GCIC/NCIC policies/procedures and the use of the system. Ensures that the agency is adhering to the "hit" confirmation policy as established by GCIC and NCIC for in-state and out-of-state "hit" confirmations. Prepares for GBI/FBI audits; assembles supporting documentation, statistics and logs; reviews and respond to letter from GBI/FBI advising of any problems/infractions; initiates any needed changes or corrections, notifies appropriate personnel, and enforces corrections. Establishes written procedures that relate to the responsibilities, legalities and operational guidelines of the GCIC/NCIC systems; provides accurate and up-to-date manuals of all GCIC/NCIC systems; maintains and distributes GCIC/NCIC update emails, operational & technical updates, training materials, videos or other related documents. Ensures that a secondary dissemination log is maintained for four (4) years as a result of criminal history information being disseminated to members outside the agency either verbally or in writing. Ensures that agency terminals are placed in secure locations that prohibit unauthorized use or viewing. Ensures User Agreements are current with current agency head signature. Ensures compliance requirements for CJIS Certification and Recertification for all users. Attends CJIS User's Conferences and required TAC training. Maintains office efficiency by planning and implementing office systems, layouts, and equipment procurement. Designs and implements office policies by establishing standards and procedures; measuring results against standards; making necessary adjustments. Completes operational requirements by scheduling and assigning employees; following up on work results. Keeps management informed by reviewing and analyzing special reports; summarizing information; identifying trends. kEY JOB REQUIREMENTS: High school diploma or GED required. Bachelor's Degree in Public Administration, Criminal Justice or related field preferred. Minimum of three (3) years of administrative services and office management experience required. Prior experience coordinating with all levels of Departmental Divisions; makes decisions and final recommendations which routinely affect the activities of others. TAC Certification through the Georgia Bureau of Investigations (GBI) is preferred, or must be obtained within the first 90 days of employment. Valid Georgia driver's license required. Individual required to establish and evaluate departmental and organizational objectives; independent judgment is required to review and approve major recommendations. Requires regular, frequent contact with internal and external personnel of influence and decision-making responsibility to discuss issues of significant importance; requires continuing contact with officials at higher levels. Excellent interpersonal skills are required for working with inter-organizational teams. Responsible for supervising and managing GCIC/NCIC records encompassing vast functions with a high-level accountability for effective operation and results. Requires excellent written, verbal and presentation skills. Applies, recommends and implements technology concepts to improve the efficiency and effectiveness of the Department. Requires travel to off-site locations/school sites. Moderate duty - On most occasions walking or standing; intermittently sitting, standing, or stooping. Moderate lifting or carrying, fifty (50) lbs. or less. NOTE: This is a grade 22, 225 day position.
