About this role

The Safety and Training Specialist is responsible for the overall execution and implementation of all training programs for bus drivers, attendants, and para transportation support personnel as well as enforcement of all safety regulations for Transportation Department personnel and equipment. The Safety and Training Specialist shall act as a representative of the Executive Director of Transportation and have the ability to communicate intelligently with all stakeholders and vendors regarding policies and procedures of the department. The position can require extend or on call work hours due to emergencies or extenuating circumstances related to safety or operational routine. Scope of Responsibility:

• Answers JP Schools-issued phone before, during, and after normal work hours as well as on weekends and holidays due to emergencies or extenuating circumstances related to safety and operational routing.

• Coordinates and executes training programs for current and potential bus personnel including but not limited to all pre-service, in-service, and remedial training.

• Ensures that all student transport vehicles are inspected on schedule, receive maintenance as needed, and always meet safety standards.

• Performs random vehicle inspections and maintains inspection-related records.

• Ensures that all students who require auxiliary assistance in transport receive necessary services.

• Monitors bus personnel in the field and on the road ensuring adherence to federal, state, and local laws and district policies and procedures.

• Manages all aspects of Transportation Department rental buses including but not limited to lease agreements, vehicle inspection, billing procedures, and insurance.

• Maintains, reviews, and evaluates information relative to driving records, insurance certificates, extra trip insurance, vehicle registrations, and CDL license renewals and convictions as well as follows office procedures in order to protect privacy.

• Maintains inventory of safety equipment.

• Processes all worker's compensation claims and vehicle accident reports and forwards to appropriate district representatives in addition to coordinating and participating in the accident review process.

• Evaluates established bus stop locations for potential safety issues.

• Evaluates applications, conducts interviews, and insures that prospective employees meet all minimum qualifications and pass all required examinations and screenings.

• Coordinates mandated random drug screening.

• Reports to the scene of bus accidents to provide assistance and conduct onsite evaluation and investigation.

• Provides assistance as needed to accomplish all Transportation Department functions, goals and objectives.

• Performs other duties as assigned by the Executive Director of Transportation.

Skills and Qualifications:

Successful candidates will also demonstrate and/or possess:

• 3+ years of progressively increasing experience working in school transportation services.

• Exceptional analytical and problem-solving skills, with an ability to use quantitative and qualitative data to make decisions and recommendations.

• Collaborative management style, with a proven track record of working with diverse individuals at all levels to drive decision-making and results.

• High degree of professionalism, with the ability to manage multiple competing priorities, while consistently demonstrating sound judgment and disciplined thinking.

• Commercial Driver's License (CDL) class B or above with Passenger (P) and School Bus (S) with air brakes endorsements including Successful annual completion of CDL-required examinations.

• Certification as a school bus driver trainer and license to provide basic first aid and CPR courses. (May be obtained within the first six months of hire.)

• Experience in producing letters, memos, charts, and tables using Microsoft Access, Word, Excel, Power Point and Publisher.

• Experience in utilizing database management programs designated by the JPS.

• High School Diploma or General Education Diploma (GED).

Desirable Qualifications:

• Degree in Transportation or related field.

• Knowledge of school system policies and procedures.

• Experience driving a bus and basic knowledge of bus parts and functions.

• Basic knowledge of computer operation.

Physical Involvement:

• Standing, walking, sitting, reaching, bending, lifting up to 40 pounds is sometimes required. The specialist may be required to operator a school bus and be able to climb into and out of the school bus, raise the hood, open and close windows doors, and hatches.

• Must have ability to provide own transportation to schools, work locations, and meeting sites.

• Mobility skills necessary to access a variety of work locations.
