About this role

The Office of Human Resources (OHR) IT unit is responsible for supporting OHR’s mission of collaborating with client departments to deliver quality customer service. This position will be a member of a small team that supports existing and evolving applications using HTML, ASP, XML, SQL, MS Access, Excel, and various Reporting tools. Applications are both web applications and client server deployed. Support for off-the-shelf software is also required, as well as the development of new applications.

Essential Functions

Participate as a team member to support and facilitate the use of applications in the department which includes understanding Human Resources operationsWork closely with the project team members to develop quality documentation and test plansDevelop or maintain efficient HR Websites, queries, scripts, macros, views and other methods requestsDemonstrated ability to learn new software and/or technologies and determine appropriate uses based on user requirements Develop and optimize complex HR reporting needs using Web based methodologies, existing EiS and/or OBIEE reporting tools, and/or MS/Oracle SQL reporting tools in multiple database environmentsWork well with Office of Human Resources (OHR), Office of Innovation and Technology (OIT) resources and other departments on inter-departmental tasks and projectsGather user requirements and develop applications, Web based, and otherwiseHelp coordinate the implementation of short- and long-term projects, objectives, policies and procedures for the production and maintenance of all application development related issuesFollow SDLC methodology including requirements gathering, solution architecture, coding, and testingReview code and high-level designs by other team members to ensure that strategic objectives and business needs are metProactively identify application inefficiencies and propose solutionsIdentify, create, and maintain development frameworks and code librariesCreate prototypes and functional specifications for application development projectsWork closely with the team members and QA analysts to develop quality assurance documentation and test plansWork closely with production support and help desk staff to develop operating documentation.Make suggestions on creating technical standards for specific applications and the City as a wholeCompetencies, Knowledge, Skills and Abilities

HTML, ASP, XML, C-Sharp, JavaScript, PHP, CSSPeopleAdmin, Testing Software i.e. Sigma, ScantronClient Server architecture & Web architecture, including Web servicesSQL, stored procedures and efficient use of SQL query language, and scheduled jobs.Microsoft tools, VB, MS Access coding a plusNetwork Administration, Active Directory, Desktop Services, Hardware & Software configurationsLAN / WAN support knowledge Required:

Completion of a Bachelor’s Degree program at an accredited college or university that includes major course work in computer sciences, management information systems or a related field2-3 years of experience with Human Resources Systems including configurations, customizations – Preferably with Web/SQL development and interfacing with HR systems2-3 years of programming experience with HTML, ASP JavaScript,, XML, MS Access, SQL, PL/SQL or similar products2-3 years of experience with HR based reporting tools or Data Warehouse knowledge such as EiS, Report Writer, Cognos, OBIEE, similar transaction based / data warehousing and reporting toolsWorking with a team in a knowledge sharing environment Salary Range: $80,000 - $87,000
