Job SummaryThe Supervisory Medical Support Assistant, assigned to an Inpatient ward or community living center, for the Health Administration Service at the W.G. Hefner VA Medical Center, Salisbury, NC, and provides a high level of administrative and data support to the HAS, to include the Community Based Outpatient Clinics. The Supervisory Medical Support Assistant is a foundational role within the Inpatient wards and CLC, at Salisbury VAMC, Community Based Outpatient Clinics and Health Care Centers.
QualificationsApplicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience: None Education. High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education. Employees in VHA in this occupation, under a permanent, appropriate, and legal placement on the effective date of the qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and registration/certification where applicable. For employees who do not meet all the basic or assignment-specific requirements in this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply:(1) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.(2) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Grade Determinations: Supervisory Medical Support Assistant , GS-8 Experience. One year of experience equivalent to the (GS-7) grade level Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following: (a) Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. (b) Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements (c) Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. (d) Ability to provide briefings, orientations, staff development, and training in a patient support setting. (e) Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs Preferred Experience: Health Administration/Patient Administration experience, previous supervisory experience, experience in Lead Patient or Inpatient Scheduling. Major DutiesDuties include but are not limited to: Responsible to their supervisor for ensuring that the work assignments of the section are carried out by performing a range of duties/functions and must be considered an expert in the functions of GS-6 MSA and a GS-7 Lead MSA. Adapt to varying situations that are present in an Inpatient Clinic setting as well as be willing to learn new technologies, procedures, and policies. Demonstrate technical competency and expertise in the use of the Vista, CPRS and My HealtheVet/Secure Messaging systems. Expert in basic administrative policies and procedures dealing with inpatient admissions, transfers and post discharge patient scheduling or other administrative topics. Thorough knowledge of the Outpatient Scheduling processes defined in the VHA Directive 1230 VHA Outpatient Scheduling Management and all scheduling policies and procedures derived from policies/procedures at the Salisbury VAMC. Abides by federal privacy and confidentiality regulations and exhibit ethical conduct all times. Employee must complete and adhere to necessary annual VHA training requirements. He/she has a key role in the VHA Network Performance Measures for Revenue, Customer Service, Access to Care, and overall quality of healthcare delivery. Distributes and balances the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, ensure the workload is completed in accordance with facility and/or national performance measures and assure that each employee has enough work to keep them busy. Ensures all deadlines are met based on the stated deadline. Develops internal policies and procedures for the clinics they are assigned. These internal policies must not violate HAS, medical center, or VHA directives, policies, procedures, and regulations. Develops and disseminates information material to a wide range of stakeholders. Serves as the subject matter expert (SME) for all duties within the Inpatient Administrative Support Section at the Salisbury VA Medical Center (SBYVAMC).
