QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes designing and conducting comprehensive strategies to improve efficiency and effectiveness of manpower programs and initiatives; and identify propose, and devise innovative policies and guidance; develop and recommend manpower and organization policies and guidance, and perform continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals; ensure compliance with regulatory requirements and governing directives; experience in completing the Management and Program Analysis duties and responsibilities described with the position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. The employee must have expert knowledge and skill in applying analytical and evaluative methods and an understanding of how to apply them to measure the effectiveness and efficiency of resource utilization by Air Force missions, programs and processes. 2. The employee must understand how to identify the relationships between organizational structures and processes and incorporate this information into enterprise level value stream (process) maps in order to confirm strategic linkage of the processes under study. 3. The employee must be knowledgeable of Air Force command structure, missions, programs and organizational relationships to include a thorough understanding of quantitative and qualitative methods/techniques and their application to analyze workloads. 4. The employee must have a working knowledge of elements required for effective teamwork, individual process improvement team member roles/responsibilities and determining the appropriate number and types of team members based on the study charter and project goals. 5. The employee must know how to create charters that properly define the purpose and scope of the study within the boundaries set by the process champions and route them to appropriate stakeholders for coordination and approval. 6. The employee must know what constitutes core, governing and enabling processes. The work requires expert knowledge of methods and tools for visually displaying the process under study and analyzing process performance against customer or production requirements. 7. The employee must be familiar with techniques for preparing and delivering training using a variety of teaching and learning tools and methodologies to maximize knowledge and information transfer to classroom groups and study teams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Conditions Of Employment: 1. This is an AF key management position in which the incumbent may be required, on occasion, to manage and participate in higher level process improvement activities which often cut across organizational boundaries and produce positive impacts to AF Enterprise level process outputs. 2. The incumbent will be expected to complete all requirements for practitioner certification within established program guidelines and timelines if not already CPI Black Belt certified. 3. As necessary, may be required to work an uncommon tour of duty to meet special or essential unscheduled activities, with brief advance notice. 4. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary/permanent duty assignments (TOY). 5. Must be able to obtain and maintain the appropriate security clearances. 6. Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer, coach and mentor is highly desirable for recruitment but not required for appointment to this position.

Major DutiesManagement Advisory Services: Serves as an Air Force Cl2 and Lessons Learned (LL) Subject Matter Expert (SME) and key Black Belt consultant. Performance Management: Maintains awareness of changes in mission requirements and external factors that impact the unit. CPI2 Practitioner and Training: Serves as the Black Belt practitioner, mentor, and trainer responsible for leading complex projects that often cross organizational boundaries. Innovation Program Management: As the primary innovation consultant, assists the Commander in fostering a culture of innovation in the unit by leveraging innovation methodology to support Airmen in accelerating actionable opportunities to enhance implementation and rapid replication of novel ideas and best practices. Lessons Learned Program Management: Serves as the organizational OPR for all Lessons Learned (LL) activities.
