The primary purpose of this position is to assist the Protocol Officer in the planning, managing, and executing of the command protocol program to include conferences, ceremonies, briefings, official and social functions, and high-level foreign and domestic visits.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Works with the concepts, principals, and techniques to establish, implement, and maintain a proactive protocol program requiring extensive knowledge of military traditions and skill in working with high level military and civilian officials. (2) Works with applying analytical and evaluation methods and techniques to issues or studies concerning the efficiency and effectiveness of the program; and (3) Works with pertinent laws, regulations, policies, and precedents and local guidelines which affect the protocol program and related support resources in the area studied. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to successfully apply, international, national, DoD, and agency policy, practices and procedures to organize and oversee protocol events and advise others on the appropriateness of event preparations. 2. Knowledge of, and ability to successfully apply, a wide variety of support functions to plan and support a protocol event, such as billeting arrangements, transportation, publicity, mess support, etc. 3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds and skill in applying basic resource, budget and funds management. 4. Skill in planning, organizing, presenting, and evaluating a wide variety of protocol events. 5. Ability to input and extract data using a keyboard in such programs as Word, Excel and Power Point. Skill in presenting clear oral presentations in a business-like manner and legible written communication. 6. Ability to establish and maintain effective working relationships with diverse groups. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties- Serves as project officer for special COMPACAF hosted visits, conferences, meetings, symposiums, tours and other events conducted by the command. - Implements general officer administrative support, ceremonial and protocol policy and procedural guidance for the Commander, Vice Commander, Director of Staff, Command Chief Master Sergeant, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc. - Submits annual budget requirements. Monitors expenditures for strict regulatory compliance, ethical propriety and funds availability. - Prepares presentations, briefings, and special projects. Works independently on projects and uses own judgment in deciding between alternatives. Interprets, develops and furnishes information on special projects.
