Job SummaryThis position is located in the Department of Homeland Security (DHS), Under Secretary for Management, Budget Division. The primary purpose of this position is to provide guidance and oversight of the Department's budget, financial management, and investment review to ensure funds necessary to carry out the Department's mission are obtained, allocated, and expanded in accordance with the Department's priorities and relevant law and policies. Non-BU: This is a non-bargaining unit position.
QualificationsSpecialized Experience: You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to: 1) apply principles and practices of budget formulation to review, edit and consolidate budget estimates; 2) apply accounting principles, practices and methods of budget execution to determine whether obligations, expenditures and requested allotments are within funding limitations; 3) conduct analyses and comparison of annual budget with primary interest in work authorization and personnel allocations to determine whether funds are being used in accordance with annual work plan; 4) write brief factual reports for detail purposes for which funds were obligated and expended; OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to: 1) apply the concepts, principles, practices, law, and regulations of budgeting and the relationships between subordinate and most senior levels of financial management and budgeting in order to analyze and evaluate the effect of program funding changes; 2) apply expert knowledge of the Department of Homeland Security (DHS) budget program and its budgetary relationships; and 3) Utilize effective and tactful briefing techniques in order to present accurate findings to high-level government executives.; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. Major DutiesAs a Budget Analyst, GS-0560-9/11, your typical work assignments may include the following: Participates in the planning, organization, and execution of a major, substantive budget for a significant program component. Assists in ensuring the effective integration of program and budget planning. Performs a variety of administrative and analytical duties in support of the review, justification and presentation of the budgets for a major Component(s) of the Department of Homeland Security (DHS). Reviews and recommends the amount and timing of apportionment of funds to agency components and programs. Recommends modified strategies for presenting the budget and programs. Develops narrative and statistical justifications for requested funds. Coordinates with DHS Components, internal offices, and external stakeholders to resolve budget issues and support timely submission of required products.
