North Shore Emergency ManagementManager - Emergency Planning(2 YEAR - TEMPORARY FULL-TIME) North Shore Emergency Management (NSEM), a tri-municipal agency providing emergency management services to the District of North Vancouver, the City of North Vancouver, and the District of West Vancouver, is seeking a Manager, Operational Readiness. Reporting to the Director, the Manager of Operational Readiness is responsible for operational planning and response processes. The Manager is a key member of the NSEM management team and responsible for the management of NSEM?s operational plans, operational training and exercising, management of the North Shore Emergency Operations Centre and supporting NSEM volunteers as required. The District is looking for a temporary full-time Manager - Emergency Planning to lead our emergency management program, for approximately two (2) years. Reporting to the General Manager, Engineering Infrastructure Services, this position is responsible for overseeing all aspects of municipal emergency management, with a primary focus on business continuity, preparedness, response and recovery, while working closely with the Director, North Shore Emergency Management (NSEM) within the North Shore's blended emergency management model.About the RoleAs our senior in-house emergency management professional, you will ensure the District meets its legislated obligations under the Emergency and Disaster Management Act and related bylaws, while embedding emergency management across all departments. You will lead the development, review and maintenance of the District?s business continuity program and continuity of government services; coordinate or participate in local hazard, risk and vulnerability assessments; lead the development, review and maintenance of the District?s Municipal Emergency Response Plan and related procedures; align emergency management with climate adaptation and asset management priorities; and take responsibility for Department Operations Centre readiness. This role will also coordinate training and exercises; support public preparedness initiatives; and lead recovery planning and community partnership development. This position also plays a key role during activations. You will support the activation and coordination of the District?s Department Operations Centre, serve in senior leadership roles in the North Shore Emergency Operations Centre as required, provide advice to senior leadership, the Mayor and Council during emergencies, and ensure strong coordination with NSEM when delegated powers are exercised under the City's emergency management bylaws. You will regularly function as an ?On Duty? emergency contact after hours for NSEM on a rotational basis. This role also involves preparing reports, policies, briefings and recommendations; coordinating contractors and special projects; supporting grant applications and budget development; participating in interdepartmental and interagency committees; and helping ensure continuous improvement in the District?s emergency management program.QualificationsYou have a post-secondary degree in Emergency Management, Public Administration, Planning, Business Continuity, or a related discipline, together with considerable related experience in emergency management, preferably in a municipal, regional or public sector setting, or an equivalent combination of training and experience. Your background includes progressively responsible leadership experience in emergency planning, EOC or DOC operations, training and exercises, recovery, multi-agency coordination and business continuity. You have sound knowledge of emergency management legislation, regulations, standards and best practices, including the Emergency and Disaster Management Act, and a strong understanding of Incident Command System principles, municipal emergency planning, and recovery frameworks.Ideal CandidateYou are an excellent communicator with strong political acuity and sound judge
