What we do Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence. In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on. We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats. Purpose The Head of Antenna in Bossaso represents the ICRC delegation, facilitates and contributes to the identification of humanitarian needs and to the smooth implementation of activities within the area of responsibility. In addition, the job holder manages the Office in Bossaso and its operations in accordance with the strategies, objectives and provides regular reporting for the region. This is a national/resident position based in Bossaso, Somalia. Accountabilities & functional responsibilities Ensures the effective implementation of the delegation's operational strategy and objectives Oversees and monitors operational activities in the AoR and identifies operational gaps, emerging humanitarian needs Provides analysis of the security environment and related risks, and suggests measures and supervises their implementation Ensures that security rules and procedures are adhered by all staff and visitors Develops and maintains contacts with, and represents the ICRC towards a range of interlocutors: regional government authorities, religious leaders, Civil Society Organizations and INGOs as per Somalia delegation networking priority and strategy Supports the communication department’s missions and initiatives (stake-holder mapping, audio-visual, beneficiaries’ interviews) Maintains constructive relations with the Somali Red Crescent Society (SRCS) Bossaso branch and sub-branches Provides regular reporting on the security situation and in case of security incident or event likely to affect staff security Produces written communication relevant for the AoR, including field trip reports, Minutes of Meetings, and specific analytical memos Ensures the effective management of human, financial, logistical and material resources allocated to the office Monitors the Performance Management & Development (PMD) activities for employees under supervision, ensures that job descriptions are up to date Supports the employees under supervision in their personal development by coaching and advising them on the available internal and external training and development programmes Ensures timely and accurate internal reporting Certifications / Education required Bachelor’s degree in International Relations, Political Science or equivalent qualification in a related field of study Professional experience required 6 years’ overall professional experience; experience working in the Humanitarian sector is a plus Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related protection issues Ability to build and maintain strong relationships with the various stakeholders Desired profile and skills Excellent leadership and management skills Excellent reporting, analytical, negotiation and presentation skills Ability to make quick, sound decisions when faced with highly challenging and sensitive matters Good understanding of ICRC operations and mandate is an asset Self-motivated with a strong commitment to teamwork and humanitarian principles High level of confidentiality Excellent knowledge of political, economic, social and cultural environment of this region Excellent command of written and spoken English and Somali Computer proficiency especially in MS office suite Flexibility and willingness to travel extensively in Somalia Language English Somali What we offer Challenging job opportunity within a dynamic work environment in an international humanitarian organization Training and Development opportunities Competitive salary with benefits, based on the ICRC Compensation and Benefits framework Our values At the ICRC, we value impact, collaboration, respect, and compassion.
