Lead, manage, and provide programmatic direction for the Right of Way Office in assigned region. Support the Right of Way Division on special projects that span across multiple regions. Establish long and short-range goals to ensure the completion of assigned projects on schedule and in alignment with the purpose, mission and value of the Agency. Ensure successful and timely delivery of right of way for transportation construction and maintenance projects. Assist Regional manager with various activities as assigned.
How you will contribute:
• Analysis: Assesses projects and utilizes resources on projects. Provides guidance and advice to maximize production, maintains accuracy and timeliness while taking into account all legal considerations. Analyzes the level of expertise required for specific duties on projects and matches knowledge, skills and abilities of staff accordingly.
• Perform various ROW Manager duties: Coordinate and review work of others and obtain approval. Represent the Division at Scoping, Public Hearings, Field Inspections and other meetings. Monitor progress to meet advertisement schedules, ROW end dates and Federal obligation strategy. Work with FHWA, OAG, fee attorneys, and local governments. Responsible for the QA and QC of ROW plan acceptance. Ensure Right of Way Estimates are accurate and follows up after the project is completed. Identify, recommend and coordinate plan revisions. Recommend and approve as appropriate appraisals, BARS, RW24 Reports for voluntary conveyances, relocation documents, and settlement justifications. Provide guidance for localities related to UCI and LAP projects .
• Project Completion: Administer and manage the use of resources to complete Regional projects on time and within budget including the balancing of resources to account for absences due to severe weather events.
• Project Management: Serves as project manager and primary liaison to the VDOT Project Manager.
• Proxy: Serves in the capacity of Regional ROW Manager when called upon.

• Knowledge of highway engineered plan development process and plan interpretation.
• Skill in the use of computers and software applications.
Minimum Qualifications:
• Ability to communicate and work effectively with diverse groups .
• Ability to communicate effectively orally and in writing with customers.
• Ability to establish long and short term business goals, develop and administer budgets, establish performance measures, monitor performance, and direct staff to support strategic business goals .
• Ability to lead, supervise and train others.
• Ability to oversee and manage a large, complex program.
• Ability to travel at attend meetings and events.
• Knowledge of ROW disciplines including appraisal, negotiations, relocation, and design-build project coordination.
• Knowledge of highway engineered plan development process and plan interpretation.
• Skill in the use of computers and software applications.
Additional Considerations:
• A combination of training, experience, or education in Business Management or related field desired.
• Experience managing a diverse staff engaged in land acquisition activities in a public sector environment.
• Knowledge of laws, policies, and procedures pertaining to the acquisition of right of way in a public sector environment. Experience managing a diverse staff engaged in land acquisition activities in a public sector environment.
