An exciting opportunity has arisen for a highly motivated and experienced Specialist Building Manager (Band 6) to join the Estates Directorate at The Newcastle upon Tyne Hospitals NHS Foundation Trust. The successful candidate will play a key role in the operational management, maintenance, and development of a complex acute healthcare estate, ensuring buildings and infrastructure remain safe, compliant, and fit for purpose.
The post holder will be responsible for leading the delivery of planned and reactive building maintenance, managing refurbishment and revenue-funded schemes, and providing specialist technical advice on a wide range of building-related matters. Working closely with clinical and non-clinical teams, contractors, consultants, and external agencies, you will contribute to maintaining an environment that supports high-quality patient care and operational excellence.

Main duties of the job
The Specialist Building Manager will lead and manage the delivery of planned preventative maintenance, reactive repairs, building fabric improvements, and refurbishment projects across the Trust's estate. The role involves managing multidisciplinary maintenance teams and contractors, ensuring all work is delivered safely, efficiently, and in compliance with relevant legislation, NHS guidance, and Trust policies

Key responsibilities include:
Managing the maintenance, repair, and inspection of building infrastructure and fabric across the Trust. Leading refurbishment, maintenance, and revenue-funded projects from inception through to completion. Managing specialist service and maintenance contracts, ensuring contractors meet agreed performance standards and key performance indicators. Providing expert advice on building construction, defects, compliance requirements, and healthcare estate standards. Supporting the development and delivery of maintenance strategies, backlog programmes, and compliance plans. Managing budgets, monitoring expenditure, and identifying opportunities for service improvements and cost efficiencies. Ensuring robust safe systems of work, risk assessments, and standard operating procedures are implemented and maintained. Producing technical reports, specifications, drawings, surveys, and performance information. Participating in the Estates operational on-call rota and providing emergency response support when required. Supporting the ongoing development, performance management, and training of Estates staff and apprentices. The Specialist Building Manager will provide operational leadership for building maintenance services across the Trust, ensuring the safe, effective, and compliant management of a diverse and complex healthcare estate. Working under the direction of the Estates Manager Operations (Building), the post holder will manage specialist building maintenance activities, building fabric compliance programmes, refurbishment projects, and emergency response arrangements.
The successful candidate will have responsibility for diagnosing and resolving complex building-related issues, undertaking condition surveys and inspections, developing technical solutions, and overseeing the implementation of remedial works. They will ensure compliance with all relevant legislation and guidance, including Building Regulations, Health and Safety legislation, Fire Safety legislation, asbestos regulations, Health Technical Memoranda (HTMs), and Health Building Notes (HBNs).
The role includes managing and monitoring specialist contractors and consultants, preparing technical specifications and project documentation, obtaining statutory approvals where required, and ensuring all projects are delivered to agreed standards, timescales, and budgets. The post holder will also be responsible for maintaining accurate records through the Trust's Computer Aided Facilities Management (CAFM) system and other information management systems.
As a key member of the Estates team, the post holder will lead, motivate, and develop building maintenance teams, providing technical leadership, mentoring, and support to staff. They will work collaboratively with clinical services to minimise disruption to patient care, ensuring that all maintenance and project activity is planned and managed with patient safety, dignity, and service continuity at its core.
The post holder will contribute to the development of policies, procedures, safe systems of work, and service improvement initiatives, while also identifying opportunities to enhance compliance, sustainability, operational efficiency, and value for money across the estate. Participation in the Estates on-call service is required, including attendance at site during emergency situations to ensure the continued safe operation of Trust buildings and services.

Be qualified to Degree standard in a specialist building related subject or demonstrate equivalent knowledge gained through experience
Knowledge & Experience Essential
Have comprehensive knowledge and experience to under graduate level in the service, maintenance, and repair of all building infrastructure and fabric including an in-depth knowledge of: o Building Regulations o Legislation covering a range of specialist technical areas including: ? Health and Safety legislation and risk assessments ? Fire Safety Legislation Inc. The Regulatory Reform (Fire Safety) Order 2005 ? Asbestos and hazardous / general waste regulations ? Health Technical Memorandum and Health Building Notes In depth experience and knowledge of the building infrastructure and services found in an Acute Hospital setting. Must have a detailed understanding of the application of contracts with regard to the execution of both major and minor capital/revenue schemes and Trust standing financial instructions.
