About this role

The Integrated Care Board (ICB) is recruiting a Place-based Safeguarding Deputy Designate (all-Age) to support the statutory Designated roles within the team and the new function of strategic commissioning. It is aimed at those wanting to progress in a career in safeguarding. The postholder will work alongside three other deputy roles within the team, and will be assigned to safeguarding children, children in care, care leavers and safeguarding adult workstreams.

Main duties of the job

The postholder will be exposed to working at a strategic level within the BNSSG and Gloucestershire systems, closely supported by the Designated statutory roles. As it is an all-age role, the postholder will also be encouraged to attend training events to upskill in any areas that they are not familiar with as it is recognised that practitioners may have particular expertise in either children's, children in care, care leavers or adult's safeguarding.

Job description Job responsibilities

This role is to support place based arrangements and therefore is aligned to a locality, currently Bristol although there is likely to be rotation in the team at some point in 2027/2028.

The contracted work base for this post is located at Temple Street, Bristol. The ICB supports hybrid working however in order to deliver the functions of the services, flexibility and agility are required by the post holder to deliver all aspects of this role. Therefore the post holder must be able to commit to being available to meet in person at short notice. This may include a variety of locations such as being in the office or in the BNSSG or Gloucestershire locality to support the delivery of the requirements of the role and ICBs. The ICB retains the right to request that staff work from any ICB approved location during their contracted hours within the BNSSG ICB locality at the managers discretion.

Person Specification

Knowledge, Training & Expereince Essential

Registered Health Professional or social worker (NMC, HCPC, GMC, Social Work England, etc.) Educated to masters level or evidence of working towards. Extensive knowledge of safeguarding acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent. Evidence of post qualifying and continuing professional development. Ability to provide safeguarding supervision to other practitioners Demonstrates good overall digital literacy, with the ability to confidently use computers and digital systems required for day-to-day work Extensive knowledge of relevant national safeguarding policies and implications for practice Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement and the interaction with safeguarding policy and practice A good understanding of the relationship between NHS organisations and wider system, regional and national organisations and the ICBs role in collaboration. Sound knowledge of safeguarding process including statutory meetings, reviews, referral process and multi agency working and assessment

Communication Skills Essential

Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups Negotiate on difficult and controversial issues including performance and change Prepare and present written briefings for a variety of audiences Able to work flexibly to short deadlines

Planning Skills Essential

Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly

Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects

Management Skills Essential

Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals. Experience of managing staff/teams/projects Experience or appetite support budget holding/management

Autonomy Essential

Must be able to use initiative to decide relevant actions and make recommendations to Sponsor/ Manager, with the aim of improving deliverables and compliance to policies Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)

Physical Skills Essential

Working knowledge of Microsoft Office with intermediate keyboard skills.
