Manager, Climate Adaptation

The Manager of Climate Adaptation is a senior professional subject matter expert in climate adaptation approaches, programs, and policies. This position oversees a team of environmental professionals and works with internal and external partners to develop and administer climate adaptation initiatives including resilient critical infrastructure, corporate and community adaptation programs, strategies, funding applications, partnerships, reporting, and public engagement.
DUTIES AND RESPONSIBILITIES:
Environment & Climate Change Stewardship
• Supports evidence-based decision making by providing subject matter expertise to senior leadership and Regional Council. • Works across the organization and with key external partners to drive climate action and environmental sustainability. • Coordinates and supervises work required to meet council priorities, municipal targets, objectives, and responsibilities related to environment and climate change. • Implements climate action that is equitable and that prioritizes vulnerable communities who are disproportionately impacted by climate change. Climate Adaptation Management
• Manages a team focused on climate adaptation projects, programs, and policies to drive climate initiatives by the organization and with external partners and communities. • Supports the Director of Environment & Climate Change in achieving municipal climate and environmental objectives through leadership of the adaptation file, which includes overseeing funding for municipal climate adaptation projects through programs like the Build Back Better program, developing educational materials, creating policies and programs to help communities adapt to extreme weather events and other climate risks, and advancing modelling and studies to better understand and integrate the risks of climate change into decision making. Business Planning & Reporting
• Works with the Director in the development of business plans, projects, programs, and budgets. • Responsible for data management, monitoring, and reporting. • Contributes to the preparation of the Capital and Operating budgets including the scoping and cost estimating of projects, and coordination with other departments. • Oversees the preparation and evaluation of Requests for Proposals, Tenders and other Contract standards for consultant services and subsequent contract management. Human Resource Management
• Supervises full time staff within the division, including recruitment and retention, staff training and development, attendance tracking, and performance feedback. • Effectively administers NSGEU collective agreements. • Provides and recommends orientation, training and professional development for employees and ensures staff are knowledgeable in HRM policies and procedures. • Provides leadership in the development and maintenance of a positive working environment and acceptable staff morale. • Develops staff through delegation, coaching, mentoring, and training by arranging formal training, work assignments and other experiences. QUALIFICATIONS Education & Experience:
• Post-secondary degree in environmental science, engineering or a suitable combination of training and experience in municipal (or equivalent) operations. • A minimum of 4 years’ experience in directly related environmental science and/or engineering. • Demonstrated experience working in climate change adaptation and resilience work specifically. • Knowledge and experience in the public administration of climate change programs and projects. • Experience with climate adaptation approaches and innovations. • Specific experience and/or expertise in working with government, the private sector, non-profits, academics, utilities, and community partners. • Experience working on climate change and sustainability. • Experience leading a team. • Demonstrated project management skills. • Graduation from HRM's Aspiring Leaders Program is considered an asset, and completion of the program is equivalent to one year of leadership experience. Technical/Job Specific Knowledge and Abilities:
• Demonstrated strong scientific understanding of climate change. • Knowledge of environmental sustainability and environmental performance measuring. • Knowledge of provincial and federal environmental regulations and acts. • Knowledge of municipal acts, by-laws, policies, and procedures. • Understanding of municipal, provincial, and federal clean energy policies and legislation. • Proficient with computers with strong working knowledge of word processing, spread sheets, data bases, environmental performance measuring and reporting. • Financial analysis skills are considered an asset. • Strong communication and interpersonal skills. • Familiarity with environment and climate action in the Halifax Regional Municipality. Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, full time
HOURS OF WORK: Monday - Friday, 8:30 a.m. - 4:30 p.m., 35 hours per week.
SALARY: Non-Union Level 8, $82,640 - $113,640 (salary to commensurate with education and experience)
WORK LOCATION: 3rd Floor of Dartmouth Ferry Terminal (88 Alderney Drive, Dartmouth)
