Senior Associate Vice President for Facilities and Campus Services
Position Description: The Senior Associate Vice President (SAVP) is a key member of the university’s leadership team, provides executive leadership, strategic direction, and operational oversight to the university's physical ans aesthetic campus environments. Reporting to the Senior Vice President for Administration & Finance and Chief Financial Officer, the SAVP ensure the campus facilities, infrastructure, and operational services support the institution's academic, research, student life, athletic, and community engagement missions.
The SAVP leads long-range facilities planning, preventative maintenance and deferred maintenance initiatives, minor construction projects and operational excellence programs, while fostering a safe, efficient, and welcoming campus environment.

Major/Essential Functions: Strategic Leadership • Serve as the University’s senior facilities executive and provide strategic planning on campus infrastructure, facilities management, and campus services. • Develop and implement comprehensive facilities and campus services strategies aligned with institutional goals. • Lead long-range campus planning and infrastructure development.Advise senior leadership on facilities, operational, and capital investment priorities. • Establish performance metrics and continuous improvement initiatives across operational units. • Collaborate with campus leadership, academic leaders, faculty, staff, and students, and external stakeholders to advance the university's goals. Facilities Management • Direct maintenance, repair, and operation of all university buildings, infrastructure and campus. • Plan and coordinate preventive and predictive maintenance programs. • Ensure compliance with applicable building codes, regulations, and accreditation requirements. • Manage facilities condition assessments and deferred maintenance programs. • Provide accountability for project completion standards, governance processes, budgetary requirements, and performance metrics. Construction Projects • Lead planning, design, and execution of construction and renovation projects below $8M. • Coordinate with architects, engineers, contractors, and regulatory agencies. • Ensure projects are delivered on schedule, within budget, and consistent with institutional standards. • Oversee project management and construction administration functions. • Support the planning, programming and related needs of capital construction projects of $8M and more in collaboration with TTUS Facilities, Planning & Construction. • Ensure projects are delivered safely, on schedule, within budget, and in compliance with applicable regulations and university standards. Campus Services Provide executive oversight for: • Building operations • Space and resource management • Planning and design • Utilities and energy management • Grounds and landscape services • Custodial services • Transportation and parking operations • Fleet management • Environmental health and safety functions (where applicable) • Ensure operational continuity, emergency preparedness, and infrastructure resilience initiatives. Financial Management • Lead comprehensive facilities management programs encompassing building maintenance, utilities, grounds, custodial operations, and infrastructure systems. • Develop and administer operating and capital budgets. • Monitor expenditures and resource allocation. • Identify opportunities for cost savings, operational efficiencies, and revenue enhancement. • Ensure effective management of deferred maintenance and critical infrastructure renewal. • Monitor operational performance through key performance indicators (KPIs) and benchmarking practices. Leadership and Talent Development • Lead, mentor, and develop a multifaceted workforce of facilities and operations professionals. • Foster a culture of accountability, collaboration, customer service, safety, and innovation. • Support workforce development and planning, succession planning, leadership growth, and employee development initiatives. • Promote employee engagement and organizational effectiveness. • Develop effective partnerships with colleges, departments, and directors of centers/institutes Safety and Compliance • Ensure compliance with all applicable federal, state, and local regulations, building codes, environmental requirements, and safety standards. • Promote campus safety through effective risk management and operational practices. • Support emergency management and incident response activities. Supervision The SAVP oversees a leadership team with 1 Associate Vice President and 2 Assistant Vice Presidents, 2 Senior Managing Directors and 1 Senior Associate Managing Director. The Facilities & Campus Operations division includes approximately 575 Full-time Employees (FTE).
Required Qualifications: • Bachelor's degree in engineering, architecture, facilities management, construction management, business administration, public administration, or a related field. • Minimum of 10 years of progressively responsible leadership experience in facilities management, campus operations, construction, or related fields within a complex organization. • Demonstrated experience managing large facilities portfolios, capital projects, operating budgets, infrastructure systems, and multidisciplinary teams. • Experience leading organizational change, driving operational improvement, and implementing data-informed decision-making practices. • A strong understanding of facilities operations, deferred maintenance, capital planning, regulatory compliance, safety, emergency preparedness, and project delivery. • Experience working in higher education, a research-intensive institution, or another complex, mission-driven environment is highly desirable. • A consistent physical presence on campus. This position is designated as involving access to critical infrastructure systems and/or research, as defined by Texas Executive Order GA-48. As such, candidates must successfully complete a comprehensive background check prior to employment. Employees are required to comply with all applicable state and federal regulations related to the protection of critical infrastructure. Ongoing employment is dependent upon maintaining eligibility for access and successfully passing periodic security and compliance reviews.
Preferred Qualifications: Master's degree in engineering, architecture, facilities management, construction management, business administration, public administration, or a related field. • The ability to think strategically and align facilities priorities with broader institutional goals and long-term planning efforts. • A collaborative, visible, and service-oriented leadership style characterized by strong communication skills, relationship building, and the ability to establish trust across a wide range of constituencies. • Demonstrated financial acumen and the ability to balance competing priorities while making disciplined, transparent, and data-informed decisions. • A track record of attracting, developing, and retaining talented staff while fostering a culture of accountability, collaboration, service, and continuous improvement. • The ability to communicate complex technical issues clearly, build consensus, and lead effectively through growth, change, and organizational complexity. • A genuine appreciation for the culture and mission of Texas Tech University, including the relationship between the university, Lubbock, and the broader West Texas region. Professional certifications such as: • Certified Educational Facilities Professional (CEFP) • Certified Facility Manager (CFM) • Professional Engineer (PE) • Project Management Professional (PMP) • Experience in higher education or other large research institutions.

Pay Statement: Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as the institutional pay plan.
