Operational Service Manager (Redevelopment Programme)

Bedfordshire Hospitals NHS Foundation Trust is seeking an enthusiastic and motivated Operational Service Manager to join our expanding Redevelopment Programme Team. This is an exciting opportunity to play a key role in one of the Trust's most significant strategic programmes, supporting the delivery of major redevelopment, service improvement and clinical transformation initiatives across our hospital sites and wider healthcare system.

Lead and coordinate designated redevelopment, service improvement and transformation workstreams across the Trust.
Act as a key link between operational services, clinical teams, corporate departments and the Redevelopment Programme Team.
Support the development of innovative service models and operational solutions that support the Trust's strategic objectives.
Contribute to the development of business cases, option appraisals, service reviews and programme documentation.
Build and maintain strong relationships with a wide range of stakeholders to support programme delivery.
Analyse and present complex information to support informed decision-making and programme governance.
Monitor project progress, risks and dependencies, ensuring appropriate action and escalation where required.
Prepare reports, presentations and briefing papers for senior leaders, programme boards and governance groups.
Support continuous improvement and service redesign initiatives that contribute to the successful delivery of the redevelopment programme.

The post holder will be a key member of the Bedfordshire Hospitals NHS Foundation Trust Redevelopment Programme Team, supporting the Associate Director Redevelopment and wider redevelopment team in the planning, coordination and delivery of a portfolio of redevelopment, service improvement and strategic change initiatives
The role will provide operational and programme management support across a range of clinical and non-clinical projects, ensuring that service requirements are appropriately considered and incorporated throughout programme development and delivery. The post holder will act as a key link between frontline operational services, corporate teams and the redevelopment programme, promoting collaboration and supporting the successful implementation of change.
Person Specification
Qualifications & Prodessional Development Essential
Degree level qualification or equivalent experience in management, healthcare, business administration, project management or a related discipline. Evidence of continuing professional development relevant to operational management, programme delivery or healthcare management.
Desirable
PRINCE2 Practitioner or equivalent project management qualification. Postgraduate qualification or working towards a postgraduate qualification in management, leadership or a related field.
Experience Essential
Experience of working within a complex healthcare, public sector or comparable organisation. Experience managing or coordinating projects, programmes or workstreams involving multiple stakeholders. Experience developing and communicating plans to a range of stakeholders Experience preparing reports, presentations, briefing papers and formal documentation for senior managers and governance groups. Experience analysing complex information and presenting recommendations to support decision-making. Experience working collaboratively with clinical, operational and corporate teams to achieve shared objectives. Experience contributing to business cases, option appraisals or strategic planning documentation.
Desirable
Experience supporting redevelopment, capital investment or major organisational programmes. Experience working within an NHS acute hospital environment Experience of programme governance and assurance processes.
Knowledge Essential
Broad understanding of healthcare provision and the challenges facing NHS organisations Knowledge of project and programme management methodologies and governance principles. Understanding of risk management and reporting processes within complex programmes. Understanding of business case development and organisational decision-making processes.
Desirable
Knowledge of NHS capital programmes and redevelopment processes. Knowledge of NHS governance and assurance requirements. Understanding of strategic planning processes within healthcare organisations
Skills & Abilities Essential
Excellent written and verbal communication skills, with the ability to communicate complex information clearly to different audiences. Ability to build effective working relationships and influence stakeholders across organisational boundaries. Strong analytical and problem-solving skills with the ability to interpret complex information and make sound recommendations Ability to prioritise workload, manage competing demands and deliver objectives within deadlines. Ability to work independently and exercise judgement within agreed governance arrangements. Strong organisational skills with the ability to manage multiple workstreams simultaneously. Highly developed IT skills including Microsoft Word, Excel, PowerPoint, Teams and electronic document management systems Ability to use performance, activity and operational data to support planning and decision-making

Experience of using project or programme management software. Experience facilitating stakeholder workshops and programme meetings.
