About this role

Job summary

The General Practice Clinical Lead will provide clinical leadership within a GP practice

managed by the Salus GP Federation. The role ensures the delivery of high quality,

patient-centred care while supporting the practice in aligning with the strategic objectives

of Salus. The Clinical Lead will represent the practice and Salus at regular Farnborough

PCN meetings, contributing to the delivery of integrated care across the local system.

Working closely with the Practice Manager, Director of Operation and Medical Director of

Salus, the Clinical Lead will maintain clinical excellence and oversee service development.

Main duties of the job

The Clinical Lead at Mayfield Medical Centre will provide visible clinical leadership across the practice, supporting the delivery of safe, effective and high-quality patient care. Working closely with the Practice Manager and multidisciplinary team, the postholder will lead on clinical governance, quality improvement, service development and operational delivery. They will help ensure the practice meets all contractual, regulatory and quality requirements while promoting evidence-based practice and continuous improvement.

About us

Salus is a GP Federation which was formed by the local GP practices within North East Hampshire and Farnham. This Includes practices located in Aldershot, Farnborough, Fleet, Farnham & Yateley. We hold several contracts supporting primary care to deliver services on behalf of those practices, helping them work better together and with other healthcare providers leading to improved patient services and developing new ones due to constant changes in the Primary Care environment.

We also assist practices with admin, operational and HR support and facilitate shared learning across localities. By engaging with the public, we also help ensure that services are designed and developed with patient and public involvement.

Job description Job responsibilities

Clinical Leadership

Provide visible and effective clinical leadership across the practice. Support the development and implementation of the practice clinical strategy. Promote a culture of high-quality patient care, professionalism and accountability. Lead and influence clinical decision-making across the multidisciplinary team. Support the development of innovative models of care to improve patient outcomes and experience. Foster a collaborative working environment that promotes team engagement and wellbeing.

Clinical Governance, Quality and Patient Safety

Lead the practice's clinical governance framework. Ensure effective systems are in place to monitor and improve patient safety. Oversee significant event analysis, patient safety incidents and learning events. Ensure appropriate investigation of complaints relating to clinical care and implementation of learning outcomes. Lead clinical audits and quality improvement projects. Monitor clinical outcomes and implement improvement plans where required. Support compliance with NHS policies, national guidance and professional standards. Promote a culture of openness, learning and continuous improvement.

CQC Compliance and Regulatory Oversight

Provide clinical leadership for Care Quality Commission (CQC) compliance. Ensure services are delivered in accordance with the CQC Key Questions: Safe Effective Caring Responsive Well-Led Support preparation for CQC inspections and regulatory reviews. Maintain oversight of clinical policies and procedures, ensuring they remain current and compliant. Lead clinical aspects of action plans arising from inspections, audits and reviews. Ensure robust systems exist for managing clinical risks and regulatory requirements. Support evidence collection and quality assurance activity required for CQC assurance.

Patient Care and Service Development

Provide high-quality clinical care in accordance with evidence-based guidelines and GMC standards. Support the development and delivery of safe, accessible and responsive services. Promote continuity of care and personalised care planning. Identify opportunities to improve patient experience and outcomes. Support integrated working across primary, community and secondary care services. Ensure services meet the changing needs of the local population.

Contractual Performance and Quality Improvement

Provide clinical oversight of Quality and Outcomes Framework (QOF) delivery. Support achievement of Enhanced Services, Local Incentive Schemes and contractual targets. Ensure compliance with Primary Care Network contractual requirements. Review performance data and implement actions to improve outcomes. Support the achievement of key performance indicators and quality standards. Work closely with management and administrative teams to optimise performance. Use population health data to drive quality improvement initiatives.

Medicines Management and Prescribing

Promote safe, effective and cost-efficient prescribing. Work collaboratively with pharmacists and prescribing teams. Review prescribing trends and support quality improvement initiatives. Ensure prescribing practices comply with current guidance and local formulary recommendations. Support medicines optimisation programmes across the practice.

Workforce Leadership and Development

Provide leadership, mentorship and support to GPs, nurses, ARRS staff and other clinicians. Support appraisal, revalidation and continuing professional development activities. Encourage reflective practice and clinical learning. Contribute to recruitment, induction and retention of clinical staff. Identify training needs and support workforce development. Assist with succession planning and the development of future clinical leaders. Promote staff wellbeing and a positive working culture.

Population Health Management and Health Inequalities

Support the use of population health data to identify areas of unmet need. Lead initiatives aimed at improving outcomes for vulnerable and disadvantaged groups. Support programmes addressing health inequalities. Promote disease prevention, screening uptake and proactive care management. Contribute to public health initiatives and prevention strategies.

Digital Transformation and Data Quality

Promote effective use of digital technology to improve patient care and operational efficiency. Support implementation of digital transformation projects. Work collaboratively with practice management to improve data quality. Encourage utilisation of clinical systems and reporting tools to support service improvement. Promote safe and effective use of digital consultation platforms and clinical technology.

Strategic Development and Practice Leadership

Support the development and implementation of the practice business strategy. Work closely with GP Federation and practice management to ensure long-term sustainability. Identify opportunities for service development, innovation and growth. Contribute to business cases and service redesign initiatives. Support financial sustainability through efficient and effective service delivery. Assist in responding to local and national healthcare priorities.

PCN, Federation and System Representation

Represent Mayfield Medical Centre at Farnborough PCN meetings. Attend relevant meetings hosted by Salus GP Federation, the ICB and other stakeholders. Participate in locality planning discussions and service developments. Build productive relationships with neighbouring practices and partner organisations. Act as a clinical advocate for the practice within wider healthcare networks. Provide feedback and disseminate information from external meetings to the practice team.

Business Continuity and Emergency Planning

Support development and maintenance of business continuity plans. Provide clinical leadership during operational pressures and emergencies. Contribute to emergency preparedness and resilience planning. Support response to significant incidents affecting service delivery.

Person Specification

Qualifications Essential

1.Qualified General Practitioner. 2.Full GMC registration and licence to practise

Experience Essential

1.Inclusion on the NHS England Medical Performers List. 2.Experience working in UK General Practice. 3.Demonstrable leadership experience. 4.Strong understanding of clinical governance and patient safety. 5.Knowledge of CQC regulations and quality assurance processes. 6.Understanding of QOF, Enhanced Services and PCN requirements. 7.Excellent communication and stakeholder management skills. 8.Experience of service improvement and change management.

Desirable

1.Previous Clinical Lead, Partner or Senior GP experience. 2.Leadership or management qualification. 3.Experience of CQC inspection preparation and response. 4.Experience within PCN, Federation or ICB structures. 5.Training qualification or educational supervision experience. 6.Quality improvement or project management experience.
