The primary purpose of this position is to serve as a first level supervisor, providing leadership for planning, budgeting, administering, directing, organizing, and implementing youth development, recreation and family resiliency programs while exercising control over nonsupervisory employees assigned to the preteen Youth Programs.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. BASIC REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in youth development, psychology, youth studies, recreation, physical education, or an equivalent field of study OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in youth development, psychology, youth studies, recreation, physical education, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in one of the related fields referenced above. NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience include professional knowledge of youth development, education and recreation principles, concepts, methods and techniques to plan and direct a medium diversified Youth Program carried out through the youth center, and outdoor venues. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. NOTE: You MUST submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth. Knowledge of DoD certification, Boys and Girls Clubs of America (BGCA), 4-H, and Council on Accreditation (COA) standards. Knowledge of safety and security regulations, practices, and procedures including National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission (CPSC) Playground guidelines Skill in compiling and composing both quantitative and narrative reports, based on analyzing data and circumstances Ability to plan, organize, and direct the functions and staff of a small to large sized organization. Ability to communicate effectively, both verbally and in writing in English language, using tact and courtesy. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesExercises supervisory personnel management responsibilities. Provides direction and assistance to the youth staff in the preparation of day-to-day developmental and recreational programming of activities. Develops, coordinates, and implements recurring activities and programs in accordance with health, safety, and security standards for the Air Force Youth Programs. Plans and monitors budgetary requirements for the preteen programs. Prepares and closely monitors appropriated and multiple non-appropriated fund budgets.
