Inclusive Economy Manager
We currently have a vacancy for an Inclusive Economy Manager Healthy Working Life Delivery to join our Employment and Skills Team.
As employment support becomes increasingly devolved, West Yorkshire is taking a leading role in designing and delivering services that meet local needs. This is an exciting opportunity to lead the delivery of Connect to Work while helping to shape the future of devolved employment support across the region.
West Yorkshires £48.2 million Connect to Work programme supports people to enter, remain in, or return to employment. Working closely with delivery partners and key stakeholders, you will play a pivotal role in creating a more integrated and responsive employment support system that enables more people to access, sustain and progress in good quality work.
Healthy Working Life is a joint programme of the West Yorkshire Combined Authority and NHS West Yorkshire Integrated Care Board. The programme delivers the region's Work and Health Plan, developed in partnership with residents, employers and stakeholders. Its ambition is to grow the economy, reduce inequalities and improve quality of life by supporting more people to access, sustain and progress in employment.

The Role
Reporting into the Policy and Partnerships Lead Healthy Working Life Delivery your key responsibilities will include:
Lead the strategic implementation, delivery and performance management of the Connect to Work programme through commissioned and grant funded delivery partners, ensuring high-quality delivery across West Yorkshire and achieving strong outcomes to support economic growth.
Support the development of future devolved employment support in West Yorkshire, contributing to programme development, partnership working and service design activity as the region's employment support responsibilities grow.
Provide leadership across a complex partnership landscape, overseeing programme performance, governance, risk and continuous improvement while influencing local, regional and national stakeholders to drive system change.

Lead teams based in multiple locations through change and continuous improvement.
Lead on the development of strategic and operational partnerships locally, regionally, nationally and internationally, building a collaborative environment, mutual trust and respect between key partners, bringing together local, regional and national stakeholders.
Convene partners and other partnership groups as appropriate.
Technical Duties:
Lead the development of evidence led activity in the region to achieve the outcomes as set out in the Economic Strategy as relates to your function.
To develop evidence led business cases and oversee an implementation plan based on the specific projects, resources, timescales and project controls.
Based on robust intelligence, develop new initiatives to meet strategic priorities and secure the required resources to successfully deliver them.
Oversee detailed mapping exercise of the current and future opportunities, using existing evidence and scoping the commissioning of new research, where required.
To lead the development, implementation and delivery/commissioning of activities that complement local initiatives across the region.
Oversee the delivery of major strategic programmes.
To convene and lead working groups, as required, to deliver the priorities of your function.
To work collaboratively with partners focused on the different stages of the pipeline, developing strong and productive relationships with all key stakeholders in the region.
To actively link outputs and opportunities from national policy to secure improvements that support a positive impact in your function area.
Support the identification of opportunities for funding of Combined Authority capital and revenue programmes through Central Government bidding rounds, and support the development of alternative funding mechanisms.
Engage, communicate and build relationships with colleagues from a diverse range of organisations and varying levels of seniority.
Provide excellent written reports and verbal presentations to different audiences and levels of seniority ensuring engagement and consultation opportunities for the development of programmes.
Financial:
Identifies funding streams to support future delivery.
Influences the funding streams held by partners to ensure reduced duplication and fragmentation and increased alignment to regional partner ambitions.
Leads project or programme specific procurement and commissioning exercises as required, ensuring that activity represents value for money.
Impact and Influence:
Leads on the design, delivery, coordination and development of evidence based policy and programmes through the engagement of a wide range of identified stakeholders to ensure the opportunity for the region is maximised.
Secures commitment and support to the agenda from a range of external stakeholders, both local and national, directly influencing the support available in the region.
Provide direct support to senior politicians and business leaders on key issues, ensuring they remain well briefed and UpToDate on key challenges and opportunities in advance of decision making panels and boards.
Develop strategic relationships with decision makers in key regional businesses, ensuring a joined up approach to support and use influencing techniques to achieve optimum results.
Person Specification
Experience Essential
About You You will have the following key skills, attributes, education, and experience: Substantial experience of leading large scale employment support, work and health, or skills programmes, including managing delivery through commissioned, contracted or grant funded providers. Strong knowledge of the supported employment approaches, Individual Placement and Support and the Supported Employment Quality Framework, to support the successful delivery of Connect to Work. Experience of service design, programme development and commissioning, with the ability to shape future employment support provision and respond to evolving policy and devolution opportunities. Experience of leading and developing a team, while building effective relationships and working collaboratively with a wide range of stakeholders and partners to achieve shared objectives. Strong leadership, analytical and communication skills, with experience of performance management, governance and continuous improvement within complex multi-partner programmes.
