Our Construction Phase Services Group is seeking a Resident Engineer for a confidential owner’s-engineer assignment involving the upgrading and expansion of infrastructure within an operational port. The successful candidate will lead the multidisciplinary site team, oversee construction delivery, monitor compliance with the contract, design documentation and technical specifications, and advise the client on programme, constructability, staging, interfaces, value engineering, risk and project controls. The role will provide clear, timely reporting on progress, safety, quality, commercial matters, emerging issues and decisions required. Roles and Responsibilities
• Lead the owner’s-engineer site team and coordinate civil, structural, marine, pavement, drainage, utilities, building-services and other specialist inputs across the works.
• Administer the construction contract, including correspondence, instructions, submittals, requests for information, variations, claims, payment recommendations, programme reviews and records.
• Monitor contractors’ compliance with approved drawings, specifications, method statements, inspection and test plans, quality requirements, environmental obligations and health and safety requirements.
• Coordinate construction staging, access, temporary works and interfaces so that port operations, logistics, adjacent facilities and third-party activities can continue safely with minimal disruption.
• Review contractor programmes, resources and recovery proposals; identify emerging delay, interface and constructability risks; and recommend practical mitigation measures.
• Chair site and progress meetings, maintain effective working relationships with the client, contractor, designers, operators and relevant stakeholders, and escalate matters requiring timely decisions.
• Oversee inspections, testing, commissioning, punch-list close-out, handover documentation and completion activities.
• Prepare concise daily, weekly and monthly reports covering progress, safety, quality, programme, cost, risk, commercial matters and key actions.
Education:
• Bachelor’s degree in civil engineering or a closely related discipline.
• Registered Civil Engineer in the Philippines; additional relevant professional accreditation is advantageous.
Experience:
• At least 15 years of relevant construction experience, including senior responsibility for construction supervision and contract administration on complex marine, port, wharf, quay, reclamation, pavement, utilities or comparable heavy civil infrastructure works. Experience delivering staged works within live port, logistics, industrial or similarly constrained operational environments is strongly preferred.
Essential Skills:
• Proven leadership of multidisciplinary site teams and strong client-service and stakeholder-management capability.
• Strong knowledge of contract administration, preferably under FIDIC or comparable international forms of contract.
• Excellent written and verbal communication, meeting facilitation, negotiation and reporting skills.
• Sound technical, commercial and contractual judgement, with the ability to maintain impartial and well-supported project records.
• Ability to manage competing priorities, operational interfaces and sensitive project matters while making timely decisions.
• Analytical and proactive approach to resolving technical, interface, programme and site-related issues.
• Strong commitment to safe, high-quality delivery and experience working under formal HSE, quality and environmental management systems.
• Proficiency in Microsoft Office and electronic document-management, reporting and field-inspection systems.
This is a project-based, site-focused role supporting a confidential infrastructure assignment in the Philippines. The position will require regular attendance at the project site and close coordination with the client, contractors and delivery team. The appointment will be offered on a project-contract basis and will be primarily site based. Applicants must have work right for the Philippines.
