Job SummaryThis position is located in the Retirement Services Office, Camp Mabry, TX. The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs, Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section. Texas is one of 9 states with NO state income tax.

To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience: at least 1 year equivalent to the next lower grade (GS-7) with knowledge of, and skill in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment. In-depth knowledge of applicable regulations relating to the field of military human resources management and the area of assignment. Knowledge of the organizational structure and requirements of the ARNG for that State suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty. Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management.

Major DutiesAs a Human Resource Specialist with the Texas National Guard, your duties will include, but will not be limited to: Serving as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions. Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Researches, prepares response, and maintains action file. As required, forwards responses for review and/or responses for the MILPO Director and/or State Adjutant General. Estimates and projects future travel and funding requirements and submits request to MILPO Director. Oversees one of the following programs identified in duties . Advise the State Adjutant General on all aspects of regular retirement and non-regular service retirement. Conduct a retirement planning seminar for eligible members. As outlined in DoDI 1322.34, the retirement planning sessions should explain military retirement systems, survivor and dependent benefits such as RCSBP / SBP, obtaining ID cards/DEERS, role of TSP benefits in retirement, retired pay application process, transition procedures, and TRICARE eligibility dates, options, and costs. Emphasize the need for a member to review the records needed for their retirement pay application (such as retirement point credit statements, DD Forms 214 and DD Forms 220 that record periods of active service, orders confirming active service qualification for reduced eligibility age credit) and confirm these documents are present in their Army Military Human Resource Record (AMHRR). Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian .Performs limited supervisory duties which include assignment and review of work on a daily, basis assure that production and accuracy requirements are met; approval of leave; effect minor disciplinary actions Performs other duties as assigned.RequirementsAppointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Army National Guard and wear of the military uniform. Areas of Consideration: Nationwide Excepted. This includes: All currently employed full-time permanent, indefinite and temporary personnel of the Texas National Guard. All current members of the Texas Army National Guard and individuals eligible for membership in the Texas Army National Guard. Remarks: Must obtain and maintain a Secret clearance within 1 year of appointment. The Texas National Guard is an Equal Opportunity employer. This is a Non-Bargaining Unit position. Trail Period required.(Additional Information) Direct deposit is mandatory. Must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. Texas National Guard Membership is required. Military Requirements: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Compatible Military Assignments: : 42A Rank Spread: : E-4(SPC) not to exceed E-6(SSG) Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
