Specialized Experience: One year of specialized experience which includes developing and managing budgets for programs and projects; analyzing and interpreting financial policies and regulations to ensure compliance and resource availability; advising management on budgetary matters and recommending corrective actions to resolve funding issues; and preparing and presenting budget justifications to support program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Major DutiesResponsible for the efficient and economical operations within the Civil Works Branch, workload includes but not limited to budget formulation and execution, program management, management analysis, and manpower requirements(CEMRS).Develop plans and objectives for assigned Civil Works Program.Develop PPMD functional budget and the processing of Civil Works program requirements documentation for the District based on review and analysis of policies and guidance.Develop, maintain, and coordinate a responsive financial management program to assure availability of resources to meet established milestones and events for development and fielding of the Civil Works program.
