Job SummaryThis position is located in the Ready Reserve Force Recapitalization Program. The employee is responsible for commercial marine surveying, shipboard engineering officer services, or shipyard management such as providing guidance on maintenance and repair functions, policy and procedures, compliance with regulatory requirements, instructions, and standards governing the conduct of conditions surveys, inspections, dry dockings, dock trials, and sea trials.
QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience maintaining and repairing ocean-going vessels, surveying, and inspecting such vessels for the purpose of classification appraisal, determinations of general conditions, and fitness for operations. Experience in commercial marine surveying, shipboard engineering officer services, or shipyard management such as providing guidance on maintenance and repair functions, policy and procedures, compliance with regulatory requirements, instructions, and standards governing the conduct of conditions surveys, inspections, dry dockings, doc trials, and sea trials. Major DutiesAs a Marine Surveyor, you will: Witness all technical tests and inspections required by USGC/ABS; demonstration to prove repairs and all Phase M Maintenance procedures. Review input from Ship Manager/General Agents on repair cost estimates, vessel repair specifications, and activation/operations/lay-up cost estimates. Determine the scope of work orders and monitors their execution, determines quality of service/products delivered under contract, monitors contract technical compliance, and receives/ accepts contract agreement deliverable. IDEAL CANDIDATE STATEMENT: Is a mid-level individual with experience in the management of ship operations, repair, conversion, and industrial projects for assigned ship and/or projects.RequirementsCONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it's still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. PRE-EMPLOYMENT HEALTH ASSESSMENT: If selected for the position you will be required to complete a pre-employment/pre-appointment medical examination and Functional Capacity Examination.
