Job SummaryYou will serve as a Budget Analyst within the Bureau of Reclamation. This position is in the National Programs Directorate (NPD), Program Development Project Execution (PDPE), Property and Program Services Division, Lakewood, Colorado. The purpose of this position is to serve as a budget analyst and an expert authority on budget formulation, execution, and reporting for the National Program Directorates.
QualificationsAll qualifications must be met by the closing date of this announcement - 10/02/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: 1) Expert knowledge of multiple fund types including revolving funds and appropriated fund types; 2) Independently apply financial and budget concepts, principles, and techniques to correct budgetary discrepancies; 3) Review and analyze financial reports to identify abnormal trends and inconsistencies; 4) Develop budgetary formulation, execution, and reporting processes; 5) Research and interpret regulations and legislation to provide expert recommendation, guidance, and advice to senior leadership using broad financial or budgetary guidance. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesSome of the major duties you will perform include but are not limited to the following: Serves in the National Programs Directorate (NPD) as an expert authority on budget formulation, execution, and reporting. Analyzes budgetary issues and provides expert guidance and direction to management and staff on budget formulation, funds execution, and allocation for multiple funding sources and Reclamation-wide programs Conducts analyses and sets rates to recover costs for various bureau, office, and regional revolving funds. Collaborates with budget, finance, and accounting staff across the Washington Office, Denver Office, and regional offices to manage all NPD Directorate budgets in a fiscally sound, timely, and prudent manner. Provides leadership within the team by guiding, training, and reviewing the soundness of budgetary analyses. Ensures the fiscal integrity of all Directorate funds, obligations, expenditures, contracts, and agreements. Serves as a primary point of contact for all budgetary issues and provides support for several multi-million-dollar accounts for Reclamation. Serves as a subject-matter expert for all funding sources within the NPD Directorates, including revolving funds and discretionary and mandatory appropriations. Participates in and/or leads studies and teams; coordinates and gathers data on financial and budgetary problems and issues. Analyzes data, prepares alternative courses of action, recommends solutions, and implements resolutions.RequirementsMust be a U.S. Citizen or National.
