Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS 5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience applying engineering principles and methods to aviation research, development, testing, and evaluation while improving aviation safety. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related. Qualifications must be met by the closing date of this vacancy announcement.
Major DutiesPerforms a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced engineer. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams Conducts specific research tasks as well as support the formulation of research, development of statements of work and monitoring the execution of Terminal Area Safety (TAS) and/or System Safety Management (SSM) research that requires contract support. Applies experience and detailed knowledge of engineering principles, theories, and concepts applicable to his/her discipline to plan and accomplish assignments. Typical assignments may include: design work; field inspections; reviewing contractor work; collecting and analyzing data; performing trend analyses; engineering testing; writing technical/management reports; and recommending improvements to the design or operation of systems, equipment, or processes. Demonstrates some independence in planning time and using assigned resources to accomplish assigned duties and projects. Contacts are primarily internal to the organizational unit, major subdivision, and LOB/SO, but significant contact with contractors, customers, and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, and/ or discuss the statuses of assignments. Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced engineer. May provide recommendations to improve team work processes. Frequently refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced engineer when guidelines are not available or applicable. Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity.
