Job SummaryThis position is located in the Farm Service Agency, Massachusetts State Office, Office of the State Executive Director A, located in Amherst, Hampshire County, Massachusetts. The selectee assists the Administrative Officer in planning, coordinating, and monitoring a variety of administrative management services provided to the State and County Office.

Specialized Experience at the GS-9: One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service. Experience that demonstrates a fundamental knowledge in administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. Education at the GS-9: Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR A combination of education and experience: A combination of education and experience as listed above. Specialized Experience at the GS-11 level: One full-time year of administrative experience equivalent in difficulty and responsibility to the GS-9 grade level in the Federal service. Specialized experience is defined as experience independently performing a range of administrative specialties, such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement; OR Education at the GS-11: Three full academic years of progressively higher-level graduate education or a Ph.D., or equivalent doctoral degree (i.e., LLM, etc.) from an accredited college or university in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR A combination of education and experience: A combination of education and experience as listed above. Specialized Experience at the GS-12 level: One full-time year of specialized administrative experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service. Specialized experience is defined as experience performing and coordinating a full range of administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. In addition, experience includes planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Major DutiesEvaluates administrative reports and management practices in State and County Offices and develop recommendations for improvements.Participate with the AO in developing and carrying out a comprehensive personnel management program in matters of staffing and related personnel programs.Provides a wide variety of administrative and technical support services.Assists in a variety of personnel management tasks.RequirementsYou must be a US Citizen or US National.
