Job SummaryThis position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for serves as a senior advisor to the Chief, Operation Risk Branch and the Technical Director and Deputy Director, Joint Requirements Office for Chemical, Biological, Radiological and Nuclear Defense for issues associated with evaluating global trends, emerging threats, and adversary capabilities to inform understanding of joint operational problems and assess military risk.
QualificationsYou may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 13 grade level in the Federal service: Expert knowledge of the highly complex and extensive joint CWMD/CBRND programs which involve research, development, acquisition, production and support services of complex systems in order to serve as subject matter expert and represent the Joint Staff in interactions with senior representatives of Services, CCMDs, and the Office of the Secretary of War (OSW), as well as other governmental agencies in various boards, working groups. Expert knowledge of the Joint Staff, OSW, and the combatant commands' organizational structure, mission, and programs in order to conduct complex program analysis to ensure that changes do not impact on the mission, vision, and goals of the organization. Advanced knowledge of Capability Portfolio Management Reviews (CPMR), Planning, Programming, Budgeting and Execution (PPBE) and DOW requirements and acquisition management principles, policies, practices, and procedures. Mastery of oral and written communication skills as applied to the preparation and communication of plans, reports, procedures, programs, briefings, proposals, and similar documentation of sensitive and sometimes controversial material. Able to make informed recommendations to organizational leadership, higher authorities and other government agencies. Comprehensive knowledge of applicable laws, policies, regulations, precedents, and experimental concepts to develop recommendations and policy to include expert knowledge of CBRND and CWMD program goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesAs a PROGRAM ANALYST (Countering Weapons of Mass Destruction) at the GS-0343-14 some of your typical work assignments may include: Evaluates global trends, emerging threats, and adversary capabilities to inform understanding of joint operational problems and assessing military risk. Leads the execution and production of Capability Portfolio Management Reviews (CPMR) in support of the Department's Capability Portfolio Management (CPM) process, integrating warfighting risk, acquisition health, technological readiness, mission impacts, and funding considerations. Produces Modernization Plans and oversees their implementation. Applies mathematical, statistical, program analysis, and operations research techniques and methodology to highly specialized programs affecting Countering Weapons of Mass Destruction (CWMD). Serves as principal participant in CWMD systems studies, analysis, and system assessments. Oversees studies, modeling, and simulations to evaluate concepts to meet user requirements. Integrates the diverse and overlapping service requirements to ensure they effectively define concepts for using fielded and future materiel and doctrine.
