QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security principals, concepts, practices., requirements, and technology to review, analyze, and resolve or make recommendations to resolve difficult and complex security problems. Knowledge and judgment to plan, recommend, fund, and implement the installation and usage of state-of-the-art alarms, physical security aids, sensors, alarms, barriers, and other measures in an overlapping, multilayered security system at specific locations or the command overall. Knowledge of a broad range of security programs and expertise in the highly specialized area of security technology, systems and physical security aids and equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of a broad range of security specialties, concepts, principles, criteria, requirements,technology, and practices to independently make decisions and recommendations and manage program areas. 2. Knowledge of the ANG overall and the ANG Security Forces missions, functions, and structure to the unit level to ensureeffective implementation and oversight of program plans and processes. 3. Thorough knowledge of USAF Security Forces programs and governing policies, directives, instructions and procedures. 4. Current knowledge of security systems technology, developments, and application; and of the usage of physical securityaids and equipment. 5. Ability to conduct and accomplish surveys, studies, assessments, and projects; and objectivity and effectively analyzesresults for the effective management, implementation, and completion of programs. 6. Skill in oral and written methods and techniques at various levels and venues. 7. Ability to effectively manage and organize various program activities and tasks, singularly and together, and be familiarwith administrative requirements of the USAF and ANG. Other significant facts pertaining to this position are: 1. The incumbent is required to meet and maintain Air National Guard requirements. 2. The incumbent may be assigned additional duties, generally not to exceed 30 percent of the total responsibilities. 3. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 4. Must be able to obtain and maintain the appropriate security clearance. 5. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 6. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesThe primary purpose of this position is to serve as an Air National Guard (ANG) Program Element Manager for the Security Forces Division, initiatives, policies, issues and funding; managing assigned program areas and accomplishing ANG wide security forces management and development of security systems policy, projects, and practices which cross numbered AF and gaining-MAJCOM lines. Program Element Manager for the ANG Security Forces Requirements Program. Responsible for the command management, planning, development, and oversight of a centralized, coordinated ANG/SF resources program. Involves all measures and actions relative to fiscal and budgetary issues for ANG/SF internal operations and to meet the security, security forces, and force protection requirements of the command overall, and the individual security forces units. Provides technical assistance and guidance. Serves as the ANG MAJCOM Security Forces authoritative source for all security program and budget/funding matters to include security technology, systems, and physical security aids. Uses knowledge of security equipment to plan, implement or make recommendations for implementing security system an aids procurement, prioritization, installation, and usage; and overall security methodology and procedures to protect command resources and enhance the command force protection program. Conducts studies and performs special projects. Plans, conducts, or coordinates on security site studies, projects, assessments, surveys, and assistance visits of, and concerning, installation, unit, or deployed security systems and physical or operations security activities. Represents ANG or the Directorate. Attends meetings, conferences, workshops, etc., at the organizational, MAJCOM,USAF, DoD, or other federal agency level as the command security systems technical authority with the purpose of advocating and furthering command security systems objectives or working as a member of a group whose ultimate goal is the identification and resolution of security issues. Provides assistance to the Division Chief, Security Forces and other Branch Chiefs as required. Serves as alternate reference source and action officer for other force protection, operations security, and physical security issues. As directed, remains up-to-date on other directorate security initiatives, projects, and actions. Takes staff actions as necessary, either individually or as a group member to ensure continuity and continuance of staff activities.
