About this role
We are seeking an experienced Stakeholder Engineer to support major transportation infrastructure and utilities projects in Abu Dhabi. The ideal candidate will have dominant and extensive experience managing stakeholder and authority coordination with Abu Dhabi government entities, utility providers, and regulatory authorities throughout the design and construction lifecycle of large-scale infrastructure projects.
• Lead stakeholder management and authority coordination activities for infrastructure and utilities projects. • Liaise with Abu Dhabi authorities including but not limited to AD Mobility, DMT, TAQA, ADNOC Distribution, ADDC/Utilities, Etisalat, DU, Civil Defence, and other government entities. • Manage authority approvals, permits, NOCs, technical submissions, and regulatory compliance requirements. • Coordinate multidisciplinary design and construction teams to ensure stakeholder requirements are incorporated into project delivery. • Facilitate meetings, workshops, and technical discussions with authorities and third-party stakeholders. • Track stakeholder commitments, approvals, constraints, and project risks. • Resolve stakeholder-related issues and expedite approvals to maintain project schedules. • Review project designs and construction activities for compliance with authority standards and regulations. • Prepare stakeholder management plans, approval matrices, status reports, and progress updates. • Support asset handover processes and closeout activities with relevant authorities. • Establish and maintain strong working relationships with government agencies, utility providers, and project stakeholders.
• Bachelor's Degree in Civil Engineering or a related engineering discipline. • Minimum 10+ years of relevant experience in stakeholder management and authority coordination. • Dominant and extensive working experience in Abu Dhabi. • Proven experience coordinating with Abu Dhabi government authorities and utility agencies. • Dominant and extensive experience with leading engineering consultancy firms (Tier 1 or Tier 2 consultants). • Candidates with predominantly contractor experience will not be considered. • Strong experience on roads, transportation infrastructure, wet utilities, and dry utilities projects. • Candidates with predominantly building, vertical development, or oil & gas project experience will not be considered. • Strong understanding of Abu Dhabi authority procedures, approvals, and permitting processes. • Excellent stakeholder engagement, negotiation, and communication skills. • Experience supporting large-scale infrastructure development projects from design through construction and handover. • Proficiency in report preparation, stakeholder tracking systems, and project coordination tools.
