Job summary
Burnley Group Practice are looking to recruit an experienced HR Administrator to take up a new role within the Practice. You will be educated to a high standard and hold an HR qualification and/or have appropriate relevant HR experience across a wide range of employee relations. Working closely with Senior Managers and Staff Lead Partner, this new role will provide a comprehensive HR advice and support service ensuring compliance with employment legislation, polices and procedures and supporting effective people management.
This role will be predominantly based at St Peter's Centre, Burnley and is being offered 30-35 hours per week to be worked Monday to Friday. We offer a competitive salary and a range of benefits including 6 weeks annual leave plus Bank Holidays, NHS Pension Scheme and free parking.

Main duties of the job
As HR Administrator you will work autonomously and be the first point of contact to provide timely, accurate and practical HR advice and guidance to managers and employees. You will support Managers with a range of employee relations matters as well as recruitment and induction, preparation of employee Personal Files, absence management and disciplinary and grievance procedures.
Although a new role, it will, in some part, be replacing the retiring HR & Development Manager.

You will work closing with managers and Partners to support effective people management and ensure compliance with employment legislation, policies and procedures.
The role will provide a comprehensive and professional HR and advice service across a wide range of employee relations and full details including:
MAIN DUTIES
1.To work autonomously and be the first point of contact to provide timely and accurate and practical HR advice and guidance to managers and employees.
2.Administer and maintain the Bright HR Staff database ensuring this is up to date and accurate at all times.
3.Assist and support Senior and Line Managers with recruitment, induction, and retention activities such as advertising vacancies, managing the shortlisting process, invitation for interview, preparation of interview materials and production of Offer letters.
4.Ensure all staff complete a formal induction and all necessary documentation and regulatory and/or professional checks are completed.
5.Advise and support managers with employee Probationary periods ensuring all monthly checks are completed in a timely manner and relevant documentation is completed and recorded in employee files.
6.Record sickness absence onto the Bright HR system ensuring Practice Sickness and Absence policies are applied and return to work meetings are carried out and recorded on Bright HR
7.Ensure HR Policies comply with current legislation and support the implementation of HR policies, procedures, and organisational initiatives. Provide guidance on the consistent and appropriate application of HR policies, procedures and employment terms.
8.Provide advice and support in relation to performance, conduct, attendance, capability and other workforce matters.
9.Promote fair, consistent and effective people management across the practice.
10.Ensure HR records and systems are maintained accurately and confidentially.

Skills and Knowledge Essential

Qualifications Essential
-Educated to a high standard -CIPD Level 5 or equivalent relevant HR qualification, or demonstrable equivalent experience working at an appropriate level within HR -Evidence of continuing professional development Evidence of maintaining up-to-date knowledge of HR and employment practices
Desirable
-Chartered Member or Associate Member of the Chartered Institute of Personnel and Development (CIPD) -CIPD Level 7 qualification or equivalent postgraduate HR qualification -Evidence of qualification or training in employment law -Evidence of qualification or training in governance, compliance, audit or risk management -Management or leadership qualification
Experience Essential
-Significant experience working in a generalist HR role providing practical advice and guidance to managers and employees -Experience of managing or supporting a wide range of employee relation matters including sickness absence, disciplinary and grievance -Experience of developing, reviewing and implementing HR policies and procedures -Experience of advising managers on the practical application of HR policies and procedures -Experience developing and implementing actions plans arising from audits, reviews or compliance gaps -Experience of supporting recruitment, pre-employment checks, induction and probation processes -Experience of working independently, managing competing priorities and taking responsibility for work through to completion -Experience of handling confidential and sensitive employee information appropriately -Experience of working with external HR, employment law or legal advisers where specialist advice is required.
Desirable
-Previous HR or workforce management experience with NHS general practice, primary care or the wider NHS -Experience of working within another regulated health or social care environment -Experience or CQC requirements particularly relating to workforce governance and the management of staff - Experience of monitoring mandatory and statutory training compliance -Experience of working with multidisciplinary teams comprising both clinical and non-clinical staff -Experience of undertaking HR, workforce or compliance audits and presenting findings to senior managers.
