Job summary
The Corporate Governance Team plays a vital role in ensuring the ICB operates with integrity, accountability and transparency. As Senior Governance Manager, you will be a recognised subject matter expert, leading a professional governance team and providing strategic advice across a complex and evolving NHS environment. Working closely with senior leaders, Board members and system partners, you will help shape and strengthen governance arrangements that support effective decision-making, organisational assurance and statutory compliance. This is an exciting opportunity to influence governance across two Integrated Care Systems, drive continuous improvement and make a meaningful contribution to improving outcomes for local populations.
Main duties of the job
You will lead the delivery of a comprehensive corporate governance function, overseeing risk management, assurance processes, governance frameworks, corporate registers, audit actions and information governance processes. The role requires strong leadership, excellent stakeholder management skills and the ability to provide expert advice on complex governance matters to senior executives, Board members and partner organisations. You will promote a positive governance culture, support organisational development, lead governance-related projects and ensure the organisation remains compliant with statutory, regulatory and NHS requirements. The successful candidate will be highly organised, analytical and capable of influencing across organisational boundaries while managing competing priorities and delivering high-quality outcomes.

The Shropshire Telford and Wrekin Integrated Care Board (ICB) and Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location: Home based/hybrid working.
New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if working from home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations.
Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

The postholder will support the Associate Director of Corporate Governance and Head of Governance and Corporate Services in maintaining and developing the ICB's governance framework. Key responsibilities include leading the development and management of risk registers and board assurance processes; overseeing governance policies and corporate registers; coordinating audit recommendations and assurance reporting; supporting information governance, Freedom of Information and data protection processes; and ensuring governance documents, including Standing Orders and Schemes of Delegation, remain current and effective. The role will provide expert governance advice to senior stakeholders, develop and deliver governance improvement programmes, build effective relationships across partner organisations, manage governance team resources and contribute to organisational compliance, accountability and continuous improvement across the Integrated Care System.
Person Specification
Knowledge, Training and Experience Essential
Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area Extensive SME-level knowledge and expertise of Governance (strategic & tactical), including all NHS-ICB statutory & regulatory compliance matters Proven and significant leadership experience. Evidence of post qualifying and continuing professional development Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement Should have an appreciation of the relationship between the DoH / NHSE and individual provider / commissioning organisations.
