Job summary
The Associate Director of People and Culture will provide director level leadership for the organisation's people and culture agenda, with overall accountability for people strategy, workforce planning, organisational design and cultural development, ensuring that people considerations are fully embedded in Executive and Board decision making and organisational planning. The postholder will work with the Executive Team to shape and embed a high performing culture that supports NEMS strategic objectives for growth, sustainability and service excellence.
Main duties of the job
The Associate Director of People and Culture will act as the organisation's lead for people and culture, providing strategic counsel to the Chief Executive, Executive Team and the Board, ensuring the people, culture, workforce and organisational implications of strategic, operational and financial decisions are fully considered, planned for and assured.
The Associate Director of People and Culture will provide operational leadership, leading the HR function ensuring that day to day operational delivery remains efficient, effective and responsive. The post holder will lead the overall people function through senior colleagues, setting strategic direction for workforce planning, organisational development, equality, diversity and inclusion, leadership capability and HR transformation.

Provide clear executive and senior management leadership on people strategy, organisational development, workforce planning, organisational design and cultural change which brings about lasting and sustainable change.Provide strategic people advice to the Chief Executive, Executive Team and the Board and senior leaders, including oversight of the organisation's approach to complex or sensitive employee relations matters where appropriate.Provide strategic oversight of the HR function, setting direction and accountability. Lead the efficient and effective running of the HR function including ensuring that HR policies, systems, processes and management information are effective, up to date and support consistent, legally compliant and high quality people management across the organisation and are aligned with operational needs.Develop, implement and maintain an effective people strategy to incorporate HR, organisational development, workforce planning, culture and capability priorities aligned to NEMS agreed business strategy.Lead organisational development activity that supports cultural change, employee engagement, leadership capability, management development and improved organisational performance.Be responsible for HR and OD budgets and resources, ensuring that they are allocated effectively for the delivery of intended outcomes in a manner which demonstrates value for money and compliance with relevant policies and guidelines.Lead responsibility for equality, diversity and inclusion across the organisation, setting the strategic direction, measures and leadership expectations needed to support an inclusive workplace culture.Sponsor and lead the leadership and capability development strategy for non-clinical services, ensuring that programmes support organisational capability, employee performance and future workforce needs.Work with the Operations Director and Medical Director to ensure that clinical and non-clinical mandatory training requirements are clearly defined, appropriate, compliant, effectively monitored and regularly reviewed.Lead relevant HR transformation and improvement projects, including the implementation and effective use of HR systems, data and reporting to support decision making and service improvementProvide regular assurance to the Executive Board on workforce risk, employment compliance, culture, equality and leadership succession, using data and insight to inform strategic action.Sponsor organisation-wide workforce transformation and organisational design programmes, delegating day-to-day delivery through the senior people team.Provide executive leadership to the communications function to ensure internal communications are clear, consistent and aligned with NEMS business, people and cultural objectives.
Person Specification
Qualifications Essential
CIPD Level 7 qualified or equivalent senior professional experience. Evidence of ongoing professional development.
Desirable
Degree in relevant business or other discipline.
Experience Essential
Substantial senior experience leading organisation-wide people strategy, workforce planning and organisational development across a complex service environment. Experience of leading a multi disciplinary people function through senior managers and influencing Executive and Board level decision making. Experience of working with a HRIS and generating workforce data reports.
Desirable
Experience of shaping organisational strategy, leading large-scale change and delivering workforce transformation aligned to business objectives. Experience of coaching senior leaders and managers.
Skills and Abilities Essential
Strong understanding of UK employment law and best practice. Strong interpersonal and communication skills with the ability to influence and build trust at all levels. Ability to manage competing priorities and working independently to meet deadlines. Analytical skills with the ability to interpret HR data to support decision making. Confident in coaching and supporting manages to build people management capacities Proficient in Microsoft Office Suite (Word, Excel, PowerPoint)
Desirable
Familiarity with EDI principles and implementation in the workplace. Skilled in preparing clear, concise reports and policy documentation.
