We have an opportunity for you to join us as a Commissioning Officer.
As part of our commitment to continuous improvement, we are establishing a Strategic Commissioning Service, within our Adult Care Directorate. We are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, supporting positive outcomes for the people of Lincolnshire, in a compliant and efficient way.
We are seeking to recruit experienced commissioning officers, who understand the Adult Social Care landscape and have the capabilities to operate collaboratively across the commissioning cycle, in contributing to the delivery of successful commissioning programmes.

The postholders will contribute to the delivery of our commissioning strategies in line with statutory duties, national policy and local priorities. The types of activity you can expect to deliver include research, completion of evidenced based analysis and forecasting, engagement activity, contributing to business cases, operating within the Councils decision-making process, to driver delivery of service re-configuration and outcomes focused commissioning activity.
Commissioning Officers will operate across three thematic areas, Early Intervention & Prevention, Living Well and Ageing Well.
Main duties of the job
Do you have:
Relevant degree or equivalent level qualification in a relevant discipline such as commissioning and/or procurement, research and/or planning, business management and/or financial planning or equivalent experience along with recent and relevant end-to-end commissioning experience in Adult Social Care, Health or Childrens Services Experience of working with a range of stakeholders to co-produce, facilitate and implement change as well as partnership work which demonstrates strong influencing people and networking skills. Working knowledge of relevant adult social care legislation, regulation, national guidance and the local authority inspection regime Experience of analysing, identifying and evaluating options, utilising data management systems, with the ability to interpret a range of complex data sets to draft intelligence-based recommendations, supporting informed decision making to deliver service development and improvement.

To support the delivery of high-quality commissioning programmes, aligned to the strategic ambitions of the Adult Care & Community Wellbeing Directorate, improving outcomes for people, across the Lincolnshire landscape. To support the commissioning of services, operating across the commissioning cycle, with an approach underpinned by evidence and co-production. Collaborating across the health and care system, including a range of strategic partners, to develop responses to presenting and future predicted need.
Prioritising contributions to deliver improved outcomes across areas of early intervention and prevention; sustaining adults to live well and supporting adults to age well, through the delivery of innovative, quality services, which are flexible and demonstrate value for money.

4 Support the completion of equality impact assessments, ensuring proposed development across services are consulted on appropriately
5 Contribute to developing and delivering engagement and consultation activity across a range of stakeholders including people who access care services and their families; system partners and the care market
6 Compile and present commissioning activity reports and presentations, to different audiences, in supporting the progression of commissioning opportunities and decision making
7 Contribute to the development, improvement and specification of commissioned services, collaborating with stakeholders including internal corporate service colleagues, to ensure
8 Prioritise building effective relationships both internally within the Council and externally, maximising opportunities to share best practice approaches to commissioning and procurement activities
9 Support the implementation of service strategies and delivery plans to meet commissioning objectives
10 Contribute to developing fit for future commissioning interventions, underpinned by social care statutory duties, whilst ensuring services procured are in line with the councils standing orders and Financial Regulations
11 Contribute to ensuring commissioning activity is aligned with benefits realisation, ensuring outcomes and benefits are measurable and meet the required quality

Qualifications Essential
