Position Summary:

The Human Resources & Compliance Assistant provides day-to-day administrative support to both the Human Resources and Compliance functions of Yakutat Tlingit Tribe. This position helps ensure employee records, required documentation, trainings, policies, screenings, deadlines, and compliance activities remain organized, current, and completed timely.

The position requires a high level of confidentiality, organization, follow-through, professionalism, and attention to detail.

This position requires compliance with YTT and YCHC’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance evaluation.

Essential Functions:

Human Resources

• Assists with recruitment, job postings, applications, interview scheduling, and applicant communication.

• Assists with new employee onboarding, orientation, required paperwork, and employee offboarding.

• Maintains accurate, organized, and confidential personnel files and employee records.

• Tracks employee evaluations, required trainings, licenses, certifications, background checks, health requirements, and other employment documentation.

• Assists with benefits enrollment and routine employee benefit documentation as assigned.

• Prepares HR forms, letters, reports, spreadsheets, employee communications, and other documents.

• Assists with tracking employee deadlines and follows up with employees and supervisors regarding outstanding requirements.

• Provides administrative support for employee engagement, recognition, wellness, training, and other workforce activities.

• Directs employee questions or concerns requiring HR interpretation or decision-making to the appropriate HR representative.

• Maintains strict confidentiality of all employee and personnel information.

Compliance

• Provides administrative support for both YTT and YCHC's Compliance Program.

• Maintains compliance files, tracking systems, calendars, logs, and required documentation.

• Assists with required exclusion and sanction screenings and maintains documentation of completed screenings.

• Tracks required compliance, HIPAA, privacy, security, and other organizational trainings.

• Assists with policy and procedure management, including tracking review dates, approvals, updates, staff acknowledgments, and archived versions.

• Assists with gathering and organizing documentation for audits, site visits, program reviews, and regulatory requests.

• Helps maintain organized and audit-ready compliance records.

• Tracks corrective actions, findings, and assigned follow-up items as directed.

• Assists with incident, privacy, HIPAA, and compliance documentation as assigned.

• Monitors assigned compliance deadlines and communicates upcoming or outstanding requirements.

• Immediately reports identified or suspected compliance concerns through the appropriate chain of command.

• Does not independently investigate compliance or employee matters unless specifically directed and authorized.

General Administrative Support

• Maintains organized electronic and paper filing systems.

• Assists with reports, spreadsheets, correspondence, meeting materials, and administrative projects.

• Works with department managers and staff to obtain required HR and Compliance documentation.

• Provides reminders and follow-up regarding assigned deadlines and outstanding requirements.

• Participates in meetings, trainings, audits, site visits, and organizational activities as assigned.

• Maintains professional and respectful communication with employees, applicants, patients, community members, and outside organizations.

• Supports the mission, goals, and priorities of YCHC and Yakutat Tlingit Tribe.

• Performs other duties as assigned.

• The Human Resources & Compliance Assistant will have access to confidential employee, personnel, organizational, compliance, and healthcare-related information. The employee is required to maintain strict confidentiality and comply with YCHC policies regarding personnel information, HIPAA, privacy, records management, and information security.

Knowledge, Skills and Abilities:

Knowledge of:

• Or willingness to learn Human Resources practices, HIPAA, healthcare compliance, HRSA requirements, and other requirements applicable to YCHC.

• Self-governing tribal, Federal and state laws and guidelines for the administration of federally funded grant projects.

• Correct business practices, correspondence, and typing formats, including grammar, composition, spelling and punctuation.

• Health care delivery systems, principles and practices.

• Management principles and practices.

• Relevant federal, state and local laws, accrediting agency rules and regulations.

• The functions and operations of YCHC.

Ability to:

• Maintain confidentiality and appropriately handle sensitive information.

• Manage multiple responsibilities, deadlines, and follow-up activities.

• Work well in group problem solving situations; and use reason even when dealing with emotional topics.

Work Environment/Physical Demands:

The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. The employee must be able to read, write, speak and hear.

Supervisory and Management Responsibility:

This is a mid-level position that reports to the Human Resources Manager. This position has no supervisory or managerial responsibilities.

Minimum Qualifications:

• Bachelor’s degree in a related field, or equivalent combination of education and experience on a year-for-year basis.

• Plus, two (2) years of related experience, including at least one (1) year in a lead or supervisory role.

• Possession or ability to readily obtain a valid driver’s license issued by the State of Alaska with a clean driving record.

• Must successfully pass a criminal history and background check.

• This position serves as an Adjudicator and preforms background checks for positions designated as having regular contact or control over Indian children and will need to have the additional FBI criminal background check.

• Must present vaccination documentation or submit to immunity testing for Tdap, hepatitis B, measles, varicella, and influenza within 3 months of hire.

Preferred:

• Two years of administrative, Human Resources, healthcare, compliance, records management, or related office experience preferred.

• Experience working with IHS and Community Health Center agencies.

• Experience in working with the Native American population.
