About our Yemen Program
Relief International (RI) has been active in Yemen since 2010 operating in both the internationally recognized government-controlled and Sana’a-based authorities-controlled areas meeting the needs of those in hard-to-reach areas. RI implements an integrated response providing Health and Nutrition; Water, Sanitation and Hygiene (WASH); Livelihoods; and Protection services across 10 governorates in Yemen. RI delivers an integrated response to the humanitarian crisis in the North and South, directly providing lifesaving services to Internally Displaced Persons (IDPs), returnees, and host communities, targeting particularly at-risk individuals and households.
Job Profile
The Compliance Officer - based in Aden will support Program and support functions teams in internal auditing and compliance issues, prepare for internal auditing, filing program, operations, and financial documentation, and be responsible for coordinating all external audits and spot-checks.
Key Responsibilities
Compliance Representation and Communication:
• Leading all audits and spot-checks cycles with successful representation of RI with external audits and spot checks conducted by donor or audit firms.
• Leading all HQ US/UK audits cycles and successful representation of RI with RSO/GSO.
• Successful representation of RI with external regulatory visit from Tax and SS. and representing RI In tax stages of appeal with tax committees.
• Represent in any committees and investigations when requested by Grants and Awards Coordinator/Manager.
Compliance internal Ad hock auditing, spot-checks, and review:
• Review and evaluate the effectiveness and efficiency of operations, the efficiency of internal controls, the reliability of financial reporting, compliance with applicable RI internal policies, rules and guidelines, laws, and donor policies, procedures, and regulations.
• Conducting internal Ad hock auditing, spot-checks, and regular samples testing for RI departments.
• Conducting compliance field visits to sub-offices. To ensure compliance with law, organizational policies and procedures and donor regulations.
• Conducting Internal control and risks testing throw assessments, questioners and meetings with key department’s staff. To ensure effectively identify, document and mitigate compliance risks associated with program and operations activities.
• Conducting compliance review for donors/projects audit and GL/BVA review to ensure compliance with donor regulations and RI policies.
• Conducting audit ready CLs to ensure online archiving system radiance throughout projects implementation cycles and closeout stage.
• Review of Final Financial Reports before submitting to donor.
Compliance Reporting's and Trackers:
• Regular updating of compliance trackers and reported regularly to Grants and Awards Coordinator and Grants and Awards Manager.
• Regular updating of NS audit trackers and reported regularly to Grants and Awards Coordinator and Manager.
• Regular updates during Grants meetings, once each quarter and provide recommendations to address any weaknesses and follow up on the implementation of management recommendations and actions to check progress regarding addressing internal and external audit findings.
Compliance awareness training and other staff capacity building:
• Conduct compliance workshop and awareness.
• Conduct compliance onboarding orientation to new staff.
• Participate in Audit Ready presentations during the projects cycles meetings (Kick-off / Mobilization and closure).
Qualifications & Skills Requirements
• Bachelor’s degree in Finance/Accounting or related field.
• Professional accounting qualification such as CPA or CIA will be an added advantage.
• Minimum of 3 years’ relevant experience.
• Experience in applying audit and compliance principles to NGO settings and Knowledge of the rules and regulations of key donors such as ECHO, OCHA, WFP, UNFPA, USAID, BHA, EU, DIFID etc.
• Excellent interpersonal, written, and verbal communication skills.
• Good Audit skills.
• Good knowledge of internal control and financial reporting systems.
• Knowledge of the local Yemen context and laws.
• Ability to work independently, work under pressure and meet deadlines.
