Technical Specialist Sr
Job Description: The Technical Specialist (Facilities Maintenance) plans, coordinates, and oversees facilities-related technical maintenance and service projects. This position does not conduct hands-on maintenance work. Instead, it provides project leadership, technical oversight, and daily management of subcontractors performing maintenance and facility service activities. Responsibilities include developing Scopes of Work, preparing purchase requests, conducting job showings, performing technical evaluations of bids, coordinating schedules with operations, obtaining work permits, and ensuring strict compliance with safety, environmental, and quality procedures. The role assists with structural, equipment, and general facility inspections; oversees subcontracted maintenance tasks; and manages subcontracted maintenance services such as vegetation control, pest control, GIS services, and long-term service agreements. Key Responsibilities • Plan, coordinate, and manage subcontracted facility maintenance tasks. • Draft detailed Scopes of Work, purchase requests, and other technical documentation. • Conduct job showings and complete technical evaluations of contractor bids. • Coordinate daily with the Facility Maintenance Team Leader and Planner to align project needs, schedules, and subcontractor activities. • Work with operations to schedule subcontractor tasks while minimizing impact to production and facility operations. • Obtain required work permits; ensure compliance with regulatory, safety, environmental, and QSHE standards. • Oversee all subcontractor performance and ensure proper use of approved procedures for Safety and Quality. • Ensure all subcontract work is performed in a safe and environmentally appropriate manner. • Understand chemical and process hazards in assigned areas to verify compliance and safe contractor behavior. • Assist with structural, equipment, and general facility inspections; accurately document findings and recommend corrective actions. • Track and report subcontracted maintenance progress, contractor workload, staffing, budgets, and productivity. • Identify contractor deficiencies, resolve issues, and maintain consistent service quality. • Maintain organized, thorough documentation of work activities, contractor performance, inspections, permits, and compliance records. • Communicate clearly and professionally with internal teams, contractors, and leadership. • Perform additional duties as assigned within the scope of project and subcontractor management.
Required Skills and Education: • Minimum of 5 years general facilities maintenance experience. • High school diploma or GED required. • Strong verbal and written communication skills. • Highly organized and thorough in documentation, tracking, and recordkeeping. • Ability to work independently with limited supervision. • Ability to interpret prints, sketches, specifications, and technical drawings. • Comfortable entering industrial areas, heights, and confined spaces for inspection and oversight (observation only). • Must be able to walk, bend, stoop, balance, crawl, and reach for extended periods during inspections. • Ability to lift up to 50 pounds if required. • Familiarity with Windows-based software and computerized maintenance management systems preferred. • Reliable, motivated, and capable of coordinating multiple contractors and priorities. • Willingness to work varying shifts and overtime based on project requirements.
