The primary purpose of this position is to serve as Chief of Special Security for the 7th Bomb Wing (BW) and subordinate organizations, to protect resources from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to the organization's mission interests, national defense or national security.
QualificationsThis is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices in security administration and intelligence, such as would be gained through extensive graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments or a comprehensive, intensive, practical knowledge of Information and Personnel Security; knowledge of all applicable guidance at the SCI and collateral levels of security; knowledge of the entire United States Intelligence Community, Executive Branch of Government and subordinate agencies; knowledge of USAF tactics, techniques and procedures (TTPs) across all domains and all facets of airpower and the nexus between these employment considerations and necessary security procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices. 2. Knowledge of the intelligence enterprise to support and promote information sharing and strategies. 3. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 4. Skill in the use of analytical principles, practices, and techniques to review and evaluate security programs to meet mission requirements and improve the security program for the organization. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately. 6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesDUTY 1: Serves as the Chief of Special Security for the 7 BW and Unit Security Manager for the 7 OSS and 7 OG staff. Leads development of goals and objectives that synergize operational objectives with effective security management. DUTY 2: Executes and enforces compliance with the organization personnel security program. Interprets AF, DoD, and national regulations and laws for Personnel Security processes as they apply and are implemented within the organization for both SCI and collateral personnel. DUTY 3: Serves as the organization's representative for Industrial Security issues. Maintains an in-depth knowledge of multiple customer missions in order to facilitate the protection of classified and SCI access as required by contract performance. DUTY 4: Administers the Physical Security Program for the organization. Uses comprehensive knowledge of the integrated organization's mission to advise commanders and or involved parties on security facilities/equipment/alarm installation, maintenance, and use.
