Job SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Program Analyst for Operations Support Branch in the Management Support Section. Directs and administers the Civil Works fiscal programming requirements for the Project Delivery Teams (PDTs).

Specialized Experience GS-09: One year of specialized experience which includes; 1) Preparing financial data; AND 2) Tracking a technical project and/or program's progress; AND 3) Utilizing Microsoft Office applications or other software applications to develop spreadsheets, databases, reports and correspondences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience GS-11: One year of specialized experience which includes; 1) Organizing and compiling financial data to provide trend analysis; AND 2) Tracking and analyzing financial statements and/or reports; AND 3) Preparing project budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience GS-12: One year of specialized experience which includes; 1) Interpreting and applying fiscal laws, regulations, and customary practices; AND 2) Overseeing financial administration of projects; AND 3) Conducting statistical and financial analysis; AND 4) Utilizing automated financial management systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Major DutiesApplies the basic understanding of financial management practices to formulate current and future needs and staffing models.Prepares project budget to facilitate Government cost projections.Administers the financial aspect of project for control of funds.Evaluates financial management system reports to prepare placement submissions.Utilizes automated management systems (i.e. Oracle Primavera, P2, Corps of Engineers Financial Management Systems, SharePoint) to manage project funding.Applies the principles of statistics, budgeting and economics in making analytical and evaluative studies.Interprets directive requirements for information requests and prepare documents to comply.Establishes policies and procedures to control the scheduling, requesting, and distributing of funds.
