Job SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent serves as Chief of Protection, responsible for all protection and emergency planning, operations, and exercising of all plans and assessments for USAG Dugway Proving Ground, Directorate of Emergency Services at Dugway, UT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Developing installation-level contingency plans or operational orders; and 2) Applying security or emergency management policies to safeguard personnel, facilities, and operational assets; and 3) Coordinating protection activities with internal and external stakeholders such as law enforcement and emergency response agencies; and 4) Providing technical guidance on security or emergency management procedures to staff and leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Major DutiesDirect the Installation Operations Center and Emergency Operations Center to ensure effective command and control during daily operations, crisis events, and emergency situations.Design, conduct, and evaluate full-scale, functional, and tabletop exercises.Oversee a multidisciplinary workforce responsible for antiterrorism, emergency management, physical security, and personnel security.Leads and institutionalizes the installation Protection Program, serving as the senior advisor to installation leadership on protection matters.Directs and oversees installation security programs, serving as the senior authority for information security, industrial security, personnel security, and physical security.
