About the Position: This position serves as Program Analyst for Pine Bluff Arsenal in Pine Bluff Arkansas and is the technical authority for project and business development planning.

Specialized Experience: One year of specialized experience which includes managing projects and programs; developing public-private partnerships or formal agreements; executing and analyzing budgets; preparing operational reports; and communicating effectively with stakeholders in support of staff officer responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Major DutiesLead development of business opportunities and partnership agreements; identify opportunities and resolve issues impacting collaboration.Coordinate cross functional teams to develop and refine project proposals; ensure alignment with cost, schedule, and quality goals.Support operational planning and reporting by coordinating activities, identifying issues, and ensuring completion of assigned program tasks.Communicate with stakeholders, monitor project performance, forecast issues, and recommend corrective actions to maintain program objectives.
