QualificationsTo qualify for a Lead Program Analyst your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directing the full lifecycle of organizational policies, from initial development and publication to implementation and compliance auditing. Experience leading cross-functional Integrated Process Teams (IPTs), managing workloads, and coaching staff to execute strategic initiatives. Experience applying quantitative and qualitative analysis to reengineer business processes, resolve bottlenecks, and develop strategic improvement plans Managing enterprise-level guidance programs (e.g., policy or forms) and leading governance bodies to evaluate program effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesRepresents DLA Transformation (DT) as the expert for enterprise guidance program areas, planning, coordinating, and executing assignments involving policy management, forms management (Cont on Next)(Cont) and the plain language program, and serving as the lead for all assigned guidance key program events.Establishes, maintains, and chairs an enterprise governance body that directs, oversees, and improves the effectiveness and efficiency of guidance programs; (Cont on Next)(Cont) drafts the governance charter and conducts regular meetings to align enterprise stakeholders.Manages and oversees all elements of the enterprise policy lifecycle (development, staffing, publication, implementation, tracking, and compliance auditing); (Cont on Next)(Cont) develops standard supporting tools including templates, writing standards, checklists, process documents, and forms.Proactively identifies and implements solutions to eliminate or reduce significant bottlenecks and barriers to existing processes, applying quantitative and qualitative analysis, (Cont on Next)(Cont) critical thinking, problem-solving, and cost-reduction techniques to improve business practices.As the Guidance Team Lead, ensures team work is carried out by directing and supporting a team of GS-11 through GS-14 personnel, rotational members, and contractors; articulates assignments, milestones, deadlines, and parameters of viable solutions.Coaches, mentors, and facilitates consensus building among team members; mediates comments, questions, and concerns by clarifying enterprise guidance, goals, and objectives; and provides or arranges for administrative and technical training.Ensures the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into strategies, work plans, and products; maintains (Cont on Next)(Cont) official program and administrative reference materials, project files, and background documentation.
