Major DutiesThe Director, Office of Budget, provides executive leadership and oversight for all Federal Aviation Administration (FAA) activities related to the formulation, presentation, execution, and management of the agency's budget. This includes establishing and maintaining the policies, procedures, and governance structures essential to effective and efficient agency operations. The incumbent leads a multi-layered organization comprised of four divisions: Budget Integration, Operating Budgets, Capital and Research and Development Budgets, and Budget Execution. As the FAA's principal advisor on an annual budget totaling approximately $20-25 billion, the Director must anticipate and respond to external political, social, and economic forces that shape national resource decisions. The Director executes these responsibilities through a workforce of approximately 85 employees, including two direct-report Executives and three K-band managers. The organization's services are broad in scope and mission-critical, encompassing all budget execution functions and financial products that support the FAA's strategic objectives. Principal Duties and Responsibilities Develops the FAA's annual budget requests and prepares detailed justifications for the U.S. Department of Transportation's Budget and Performance Office, the Office of Management and Budget (OMB), and Congressional authorizing and appropriations committees. Directs the agency's budgetary systems essential to fulfilling the mission of the Deputy Assistant Administrator for Financial Analysis/Chief Financial Officer (CFO). Provides authoritative counsel to the CFO, ABA organizations, and FAA executives on management matters affecting agency budgetary and fiduciary operations, including programs within ABA and those managed by other Lines of Business and Staff Offices domestically and internationally. Collaborates on national policy development and sets strategic direction as a member of the CFO Management Team. Provides executive oversight for budget advisory services; development and evaluation of agency-wide budget management systems; maintenance of budget operations; and establishment of standards for budgetary governance. Represents the CFO in engagements with FAA leadership, the Department of Transportation, and OMB on matters related to budget formulation, execution, and financial policy. Directs critical mission components that support nationwide CFO responsibilities, including national evaluations and studies with long-range implications for FAA's financial infrastructure and evolving statutory authorities. Leads an analytical workforce responsible for agency-wide budget management matters. Exercises delegated authority to commit on behalf of the CFO in all functional program areas and serves as liaison to OST, OMB, and Congressional staff regarding budgetary requirements. Manage and safeguards FAA organizational and government resources, ensuring internal budgetary controls meet agency standards. Communicates and collaborates with key stakeholders including FAA executives, DOT officials, OMB, GAO, OIG, and Congressional members and staff to advocate for budget priorities. Represents the FAA as the agency's budget authority and exercises delegated authority to make commitments on matters directly affecting the budget.RequirementsWe are not accepting applications from noncitizens.
