Job SummaryThe VA Northeast Ohio Healthcare System is recruiting for an Training Technician (Spinal Cord Injury). Training Technician (Spinal Cord Injury) will function in the Spinal Cord Injury Service.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: For GS-07: Specialized Experience: You must have you completed one year of specialized experience equivalent to or above the next lower grade (GS-5). Specialized experience equivalent to the next lower grade includes, but is not limited to: Assist in planning, promoting and developing educational programs and projects by stimulating and providing direction; Assist in providing input into the planning and development of programs/projects to meet the educational needs Spinal Cord Injury patients with clearly precedent educational; Assist with developing and administering registration activities, including the oversight of manuals; Assist with providing the implementation of educational program/project activities such as meetings, conferences, information gathering, and conducting negotiations for various aspects of the program/project. (Resume must reflect the experience listed) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education (education beyond that of a bachelor's degree. (Transcripts must be submitted) . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that total 1 year of equivalent experience, utilizing education that is beyond that of an associate's degree. For GS-09: Specialized Experience: You must have you completed one year of specialized experience equivalent to or above the next lower grade (GS-07). Specialized experience equivalent to the next lower grade includes, but is not limited to: Plan, promote, and develop educational programs and projects by stimulating activity and providing direction; Design programs for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan, and provides ongoing advice and assistance in the program's implementation; Provide input into the planning and development of programs/project to meet the educational needs Spinal Cord injury patients with clearly precedent educational activities. Develop and administer training registration activities, including the oversight of manuals; Analyze registration processes and determines when changes or modifications should be made throughout the system; Provide regular status reports to management regarding the usage and effectiveness of the system; Participates in training program planning and implementation; Provide advice and assistance in the implementation of educational programs/ projects to include quarterly Hub and Spokes meetings and yearly Spinal Cord Injury Conference; Perform work related to the preparation, execution, and/or tracking of agreements or contracts covering educational training programs within an organizational unit; Provide support and establishment control of the academic records for many training programs. Manage documentation and academic records management activity for the training program. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.(Transcripts must be submitted). You must have an combination of specialized experience and education that total 1 year of equivalent experience, utilizing education that is beyond that of a bachelor's degree. Preferred Experience: SCI Experience Experience in planning, evaluating, and administering training, organizational development, and career development initiatives. Experience in providing outstanding customer service. Experience with timekeeping. Previous work onboarding employees or working with learners. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work. Major DutiesPlan, promote, and develop educational programs and projects by stimulating activity and providing direction to staff and learners. Primary service ADPAC, onboards and sponsors all learners and section employees. Talent Management System Service Level Administrator for the Spinal Cord Injury service. Designs a program for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan, and provides ongoing advice and assistance in the program's implementation. Develop and administer training registration activities, including the oversight of manuals. Analyzes registration processes and determines when changes or modifications should be made throughout the system. Provide regular status reports to management regarding the usage and effectiveness of the system. Provide advice and assistance in the implementation of educational programs/ projects to include quarterly Hub and Spokes meetings, the bi-annual Spoke Practicum and yearly Spinal Cord Injury Conference. Provide input to the implementation of an educational program/ project which is designed to meet the needs of a limited operational environment with clearly precedent program activities. Coordinate educational program/project activities such as meetings, conferences, information gathering, and conducting negotiations for various aspects of the program/ project. Perform work related to the preparation, execution, and/or tracking of agreements or contracts covering educational training programs within an organizational unit. Acts as unit safety representative and also completes environment of care rounds. Secondary Records Liaison for Spinal Cord Injury Service. Gather data and prepares materials which are provided to Spinal Cord Injury Service leadership for review. Attend meetings with Spinal Cord Injury team and provides coverage in the absence of Administrative Officer. Generate required reports for Chief of Spinal Cord Injury. Will serve as secondary timekeeper for Spinal Cord Injury Service. Promotion Potential: The selectee may be promoted to the full performance level (GS-9) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
