QualificationsAll applicants must meet the below Basic Requirement. In addition to meeting basic requirements applicants must meet the below specialized experience or the education substitution for each grade level as listed below. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. GS-12: You qualify for the GS-12 grade level if you have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience at this level includes: Analyzing and evaluating the effectiveness of program operations and data summaries for inclusion in routine and special reports; Providing technical advice on program operations; Participating in discussions, meetings and giving formal briefings to provide information. GS-13: You qualify for the GS-13 grade level if you have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience at this level includes: Analyzing and evaluating the effectiveness of program operations and preparing data summaries for inclusion in routine and special reports; Participating in discussions, meetings, and conference calls to provide information; and Presenting findings and technical advice to facilitate the understanding and acceptance of solutions and recommendations. Major DutiesThis position is located in the Department of Homeland Security, Office of Inspector General (DHS OIG). The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. The OIG also seek to deter, identify and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security. The Office of Audits oversees financial and performance audits, as well as attestation engagements. These audits cover multiple functional and program areas, such as financial statements, cyber security, acquisitions, grants, critical infrastructure, disasters, law enforcement and terrorism, immigration, and transportation security. The Office provides the OIG with the ability to examine a program or activity in a formalized, detailed, and in-depth way. Audits (evaluation and review) typically involve complex, novel, or highly controversial issues and cover varied topics concerning the programs, functions, and/or operations of DHS, and are conducted to evaluate the economy, efficiency, and effectiveness of program and functional operations; to determine compliance with applicable laws and regulations; to evaluate internal controls; and to identify any abuse or illegal acts. Typical assignments include: Performs audits or major audit segments that are of a complex, highly sensitive and investigative nature involving varied aspects of financial and program operations related to DHS programs, functions, and operations. Develops new approaches where no precedents exist and/or develops creative solutions to controversial problems. Assures that work papers are prepared in accordance with OIG audit procedures and Government Accountability Office (GAO)'s Yellow Book Standards. Prepares various types of reports, briefings, and testimony that cover all major audits for DHS programs. Conducts entrance and exit conferences with the auditee. Other duties as assigned.
