Job SummaryThe incumbent will serve as the Veterans Equitable Resource Allocation (VERA) Coordinator for the Hampton VAMC and Community Based Clinics. The primary purpose is to serve as analyst and advisor to management on the evaluation of the effectiveness of programs and assess the productivity, effectiveness, and efficiency of clinical program operations involving functional support and assistance to facility leadership, measuring and assessing clinical business activities.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as a technical advisor to senior facility leadership providing guidance, recommendations and monitoring in the implementation, management, and evaluation of VERA oversight programs and ensure that the programs meet required standards and/or criteria; Conduct special studies and analysis, including feasibility studies, cost/benefit analysis, etc. and submit findings, results, and recommendations in a timely, concise, an accurate manner; Develop databases that support benchmarking of data, including financial data, patient populations and workload data; Responsible for the design and development of reports and databases, translating data into meaningful management information that is made available to a wide variety of constituents, including oversight bodies and stakeholders; Coordinate and disseminate data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action; Work closely with the Health Information Management Section (HIMS) to correct discrepancies and work through the identified areas of risk; Identify data required for use in the management and direction of programs, develop new or modified administrative program policies, regulations, goals, or objectives; Perform clinical or administrative training on areas of improvement based on the analysis performed within VERA. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond successfully completed post-high school education. Major DutiesDuties include but are not limited to: Serves as the subject matter expert within the Hampton VAMC to collect and analyze data from the Corporate Data Warehouse, the VHA Office of Productivity, Efficiency and Staffing (OPES), the Managerial Cost Accounting Dashboard (MCAD), the Austin Automation Center (AAC), VSSC, and the Allocation Resource Center (ARC). Serves as a technical advisor to senior facility leadership providing guidance, recommendations and monitoring in the implementation, management, and evaluation of VERA oversight programs and ensures that the programs meet required standards and/or criteria. Conducts special studies and analysis, including feasibility studies, cost/benefit analysis, etc. and submits findings, results, and recommendations in a timely, concise, an accurate manner. Proactively works with various clinical leadership, councils, sub-councils, and management staff coordinating cross-organizational activities and information. Develops databases that support benchmarking of data, including financial data, patient populations and workload data. Responsible for the design and development of reports and databases, translating data into meaningful management information that is made available to a wide variety of constituents, including oversight bodies and stakeholders. Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action. Works closely with the Health Information Management Section (HIMS) to correct discrepancies and work through the identified areas of risk. Conducts surveys or reviews of Departments/Service lines, as requested by the Director or staff, or identified as an area of risk, to evaluate resource utilization, workload/cost reporting, data validation activities, etc. and provides written reports on findings along with recommendations for improving program activities. Serves as a member of facility specific workgroups, committees, boards, councils, etc. providing VERA reporting updates on facility audits and data that have been performed. Completes daily, weekly, and monthly reports for utilizing multiple programs and data sources. Work Schedule: 8am-4:30pm (Monday thru Friday) Virtual: This is not a virtual position.
