The primary purpose of this position is to serve as authoritative technical expert in the highly specialized, technologically advanced and rapidly changing fields of TEMPEST testing and program management.
QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of advanced technical engineering subject matter of TEMPEST testing and program management, including theoretical applications and analysis techniques, directly applicable to assigned courses. 2. Thorough knowledge of highly specialized TEMPEST testing procedures including proper operation, safety precautions and interpretation of Function, Signal, Impulse and Raster Generators, RF Transmitters, Receivers and Transducers, Spectrum Analyzers, True RMS Voltmeters, and Oscilloscopes. 3. Knowledge of development and training techniques, e.g., providing examples, demonstration of equipment operation and/or processes, eliciting appropriate experience, hands-on drills, sequencing instruction, academic counseling, simulation, gaming, and tutorials. 4. Knowledge of basic security, safety, and environmental requirements applicable to the duty section. For example, proper storage, handling, and safeguarding of classified information; reporting accidents and injuries; and complying with environmental requirements. 5. Skilled in research and interpretation of technical data within National directives, policies and guidance regarding Physical, Information, Communication and Technical security, and development of training materials. For example, interpreting schematics, illustrations, equipment operating manuals, and specialized TEMPEST testing publication charts and graphs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesDesign, plan, develop and deliver original course content and training materials. Researches, develops, evaluates, revises, and updates materials as an authoritative TEMPEST technical expert for complete courses in advanced technical engineering subject areas of TEMPEST testing and program management. Develops and updates lesson plans for advanced technical engineering level TEMPEST testing and program management courses. Closely monitors and evaluates student progress in TEMPEST testing and program management courses, providing individual guidance and feedback to students on their progress and performance as necessary. Monitors and evaluates the effectiveness of TEMPEST testing and program management courses, arranges and moderates seminars/conferences, participates in National-level panel discussions and accomplishes special projects.
